Noel's Social Services (NSS), was founded by Kishani Wijekoon and Stefano Sarkies, in memory of Ms. Noelene Bartholomeusz; grand mother to Kishani, and was established to address the acute disparity in the lower socio demographics of Melbourne's south eastern regions... After spending some time with 'Joey's Van' as chief coordinator cum chairman; Stefano had noticed there was a growing demand for the need to provide more meals in the 'Greater Dandenong' region.
