Dr. John W. Wilkinson

Dr. John W. Wilkinson, President of tHInc, Inc., is one of the leading experts on federal procurement and training for acquisition professionals. A retired Air Force Lieutenant Colonel, John has over 30 years of acquisition experience which previously included unlimited purchasing authority. As an advisor to the Fed PROPEL Institute, Dr. Wilkinson will provide technical expertise assisting with the instructional design of the curriculum as well as facilitator evaluation and training.

Mr. Shawn Rochester

Mr. Shawn Rochester is Minority Equality Opportunities Acquisition's ("MEOA") Chairman and Chief Executive Officer, a publicly traded company focused on the growth and capitalization of minority-led businesses. As part of the Fed PROPEL team, Mr. Rochester will advise the programs operations team on business and finance related topics germane to the operational stability and growth of Fed PROPEL participants.

Mrs. Dee Claxton

Mrs. Dee Claxton is the founder and managing partner of Bluest Small Business Solutions, Dee Claxton has over a decade of experience providing technical assistance and training to small businesses. A former Executive Director of the Washington, DC Women's Business Center (DCWBC), Ms. Claxton serves as a technical advisor for the Fed PROPEL Institute.

Mrs. Jennifer A. Hanks

A co-founder of Fed PROPEL, Jennifer A Hanks is a seasoned contracting professional with billions in contract awards and program management experience. She uses her distinct perspective to provide Fed PROPEL's program team with a 360 view of the needs of the contracting officer and how the business owner can best fulfill those requirements within the construct of their enterprise. As CEO of MMC Consulting, she has led multiple client engagements including a $2 billion plus, multi-agency, commercial contract portfolio. Mrs. Hanks has also worked for several large federal contractors and provided support multiple federal agencies (DHS, DOI, HHS, FEMA, GSA, USDA, and USAID). Mrs. Jennifer A. Hanks is a seasoned contracting professional with billions in contract awards and program management experience.

Ms. Ruby Harvey

In her most recent Federal role, Ruby served as Executive Director, Office of Small Disadvantaged Business Utilization (OSDBU) for the Dept. of Veteran's Affairs (VA).

Ms. Soraya Correa

Ms. Soraya Correa is a retired Senior Executive Service professional whose last governmental assignment was serving as the Chief Procurement Officer (CPO) for the Department of Homeland Security (DHS). Ms. Correa works at the intersection of government and industry that produces the most favorable outcomes for the country.

Patricia Marshall

Pat has served in numerous capacities for state and regional boards and organizations. She is most proud of her work as Co-Founder and Coordinator of the Atonement Food Pantry at the Episcopal Church of the Atonement (Washington, DC). In March 2020, Pat was appointed to the Howard County Housing Commission. She also serves on the board of The 3rd, a Howard Co. based non-profit assisting women of color entrepreneurs to create and grow their businesses. Mrs. Patricia ("Pat") W. Marshall serves as a Business Advisor with Goldman Sachs 10,000 Small Businesses ("10KSB") in both its Maryland and National cohorts. As part of the Fed PROPEL team, Pat will help design programming that is effective and compelling for small business owners as well as assist with sponsor development. Pat will also support the program's operation via consultant identification and evaluation.

Richard D. Hanks - Chairman

As a co-founder, Richard Hanks brings over 25 years of progressive leadership to The Fed PROPEL Institute. Mr. Hanks is the COO of MMC Consulting; additionally, he has held leadership roles in municipal government, entrepreneurial and corporate organizations. At Fed PROPEL, his responsibilities include developing strategic goals, executing operational objectives, and ensuring the organization fulfills its mission. Starting in 2006, Richard served on the Board of Directors for the Abramson Foundation for over a decade.

Shaquille Brown

Shaquille ("Shaq") Brown is an IT and digital engagement specialist whose expertise encompasses enterprise level web development and software engineering. In addition to building the Fed PROPEL landing page, he is leading the efforts to create the various online platforms for stakeholder engagement and participation.
