Aditya Basheer has been assistant secretary, Executive Office of Administration and Finance, since January 2023. Prior positions for the Commonwealth of Massachusetts include director of strategic innovation, and later, senior director of strategic innovation. Earlier in his career he was a project manager for the U.S. Department of Defense and senior technical program manager for Waymo, an autonomous driving technology company. He earned his Master of Business Administration from Yale School of Management and his bachelor's degree in economics and history at Bowdoin College.

Alice Wong

Alice Wong re-joined MHP's Lending Team in February 2016 and is responsible for the origination, underwriting, and closing of multi-family affordable housing loans. In her earlier position at MHP, she was Deputy Director of Lending as well as Senior Project Manager, Community Housing Initiatives. Wong has more than 25 years of experience in affordable housing and development in Massachusetts and New York. Prior to joining MHP, she worked for Urban Edge Housing Corporation, a Boston community development corporation, closing their first New Market deal combined with Low Income Housing tax credits and public and private debt, as well as helping oversee a portfolio of over 1,300 units. For the Department of Housing and Community Development (DHCD), she was the project manager of the roll-out of HomeBASE, a program to serve formerly homeless and at-risk families. Alice earned a BA in Sociology at Yale and a Master's in Public Policy at the Harvard Kennedy School.

Alison Parks

Alison Parks joined MHP in 2022. She is responsible for providing high-level administrative support to MHP's multifamily rental finance team, preparing reports to MHP's funding sources and board of directors, tracking and reporting data related to team goal achievement, and assisting with the loan intake process. She also supports the relationship management team in scheduling marketing meetings and managing event registrations and external memberships. Parks brings more than 25 years of office management and administrative experience to her role, both in the nonprofit and for-profit sectors. Most recently, she was enrollment management contact representative at Northeastern University. Earlier, she spent years in the classroom as a substitute teacher in Pembroke Public Schools, Pembroke, MA. Parks earned her bachelor's degree in business administration from Emmanuel College and her associate's degree in paralegal studies from Quincy College.

Alma Balonon-Rosen

Alma Balonon-Rosen is responsible for new business development at MHP and ensures that MHP borrowers and potential customers are aware of the organization's flexible permanent financing programs. She enjoys connecting colleagues in the affordable housing and community development field with other practitioners in the industry to learn about best practices which link affordable housing and health. She serves on MHP's DEI working group and chairs MHP's internal residents' services group, which works to encourage borrowers to consider CORES certification. Alma rejoined MHP after a 20-plus year hiatus in which she worked at Enterprise Community Partners, a national affordable housing and community development financial intermediary. Her roles at Enterprise included director of relationship management for health and housing with an emphasis on senior housing, relationship manager for the Northeast region responsible for grantmaking and linking affordable housing developers to Enterprise LIHTC syndication and debt products, and local office director for the Rochester, New York, office. Alma sits on the board of Opportunity Communities (OppCo) as an independent board member, PNC Bank's New Market Tax Credit Advisory Committee, and is a member of CREW Boston, the region's leading professional organization promoting the advancement of women within the commercial real estate industry. She is a graduate of Tufts University and has a master's degree from the Johnson School of Management at Cornell University.

Alyssa Howes

Alyssa Howes joined MHP in 2022. Her responsibilities include providing underwriting and analytical support, which is a critical role in determining the feasibility and underwriting of new loan opportunities under MHP's financing programs, specifically Ch. 102 bank funds, Fannie Mae and FHA loan programs. Also, she provides analytical support to the director of capital and program development for policy and programmatic initiatives related to MHP's financing programs. Howes was previously employed at EF Education First in Cambridge as senior accountant. She earned her Bachelor of Science in Business Administration from Boston University and her Master of Public Policy with a concentration in social and fiscal policy from Rutgers University. While at Rutgers, Howes interned at The Reinvestment Fund, a national mission-driven financial institution that creates opportunities for underserved people and places through partnerships.

Amanda Roe

Amanda Roe came to MHP in 2005 and is responsible for marketing MHP's lending programs to prospective borrowers, and underwriting and closing permanent affordable housing loans throughout Massachusetts. Prior to joining MHP she worked for 15 years at the City of Boston's Department of Neighborhood Development on a range of affordable housing programs including homeowner and rental rehabilitation initiatives, supportive service housing development and contract management, neighborhood planning for city-owned vacant land, and financial analysis and project management of approximately 1,000 units of rental and homeownership units developed across the neighborhoods of Boston. She also managed several important grant programs such as the Housing Counseling Program, Tenants At Risk Program, and the HOME Community Housing Development Organization (CHDO) Program. Prior to that, she worked at the Bromley Heath Public Housing Development conducting a land use survey, and writing and administering grants. Amanda is the Clerk on the Board of Directors of Stone House in Roxbury, and the President of the Roslindale Green and Clean. She has a Bachelor of Arts Degree from McDaniel College, and earned her Master's Degree in Urban and Environmental Policy from Tufts University.

Andrew Courtemanche

Andrew Courtemanche joined MHP in 2023. He coordinates the day-to-day business operations of MHP's ONE Mortgage, ONE+Boston and MassDREAMS programs, ensuring that procedures are followed, payments are made, funding is recaptured and the loan portfolio is managed accordingly. He is part of the homeownership operations team and works closely with the legal and finance administration teams. Most recently he was a mortgage processor and underwriter at First Republic Bank, where he gained extensive knowledge in underwriting conventional and Fannie Mae loans. Prior to First Republic he was a graphic designer at Spectrum Marketing Companies. Andrew earned his Bachelor of Fine Arts in graphic design from the University of Massachusetts Lowell.

Annaly Monteiro-Serena

Annaly Monteiro-Serena joined MHP in 2022. Her responsibilities include assisting in the continued operations and development of the ONE Mortgage Program and its subsidiary, ONE+Boston. Under the supervision of the associate director of homeownership, she provides ongoing support, training, and management of the origination pipeline for a portfolio of MHP's partner lenders. Other key responsibilities include providing customer service and administrative support for a number of essential services. Previously Monteiro-Serena worked as a housing advocate for the Americorps Legal Advocates of Massachusetts Program. She managed a variety of cases and provided legal representation, including assisting clients facing eviction, subsidized housing denials, and rent calculation errors. She earned her Bachelor of Arts degree in legal studies from University of Massachusetts Amherst.

Anne Lewis

Anne Lewis joined MHP's lending team in 2012 and now holds the role of Director of Capital and Program Development. She is responsible for the development of new rental financing programs (including MHP's Green and Healthy Housing initiatives), the management of MHP's bank and other capital sources, and oversight of lending operations. Formerly a senior lending analyst, she developed and refined many of MHP's financing models and data tools, as well as analyses of MHP's lending activities and polices related to affordable housing finance, and now provides support the implementation of MHP's business and strategic planning. Lewis holds a master's degree in urban and regional planning from the University of Michigan and a bachelor's degree in physics and political science from Williams College. She is a member of Commercial Real Estate Women of Boston (CREW Boston), and, locally, a member of Housing Medford. Prior to her time at MHP, she worked in Maine as a rowing coach at Bates College and as an analyst at L.L.Bean, and decided to take the leap into the housing field following coursework in sustainable community development at USM's Muskie School of Public Service. Brandon Koo

Brandon Koo joined MHP in 2022. He works with all teams and all levels in the organization maintaining the network infrastructure, including upgrading, managing, performance and system availability. He conducts daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes and performs system upgrades and applies patches as recommended by product manufacturers and in accordance with company policy and procedures. Prior to MHP he was a system administrator at both Walpole Cooperative Bank and Needham Bank. He is a certified information systems security professional and has done coursework at Northeastern University and Clark University.

Caitlin Fortin

Job Titles:

Caitlin Fortin started her career at MHP in 2011 as an administrative assistant with the portfolio management team. She has since been promoted to the role of portfolio operations associate. In this role, she assists portfolio managers with the day-to-day aspects of maintaining the large rental portfolio through processing escrow payments, completing financial spread analyses, intake of reporting documents, and other operational tasks. Fortin is a graduate of Clark University with a bachelor's degree in sociology. During her time at Clark, she held a work-study job at the Main South Community Development Corp. in Worcester. She was also intern during and after college at the National Coalition for the Homeless and the National LGBTQ Task Force in n Washington, D.C. In the summer of 2018, Fortin joined the board of East Somerville Main Streets, a nonprofit that works to improve the life of the community by building investment, connection and pride in the neighborhood. She is an active volunteer and helps organize a number of community events.

Calandra Clark

Calandra (Callie) Clark joined MHP's public affairs staff in 2008 and worked in policy analysis, research, messaging and communication strategy. In early 2017 she became Co-Director of MHP's newly created Center for Housing Data, in 2019 became the Director of Policy, and in 2023 became the Director of Policy and Communications. Clark has extensive experience in policy analysis and web strategy and in crafting presentations for legislators, local public officials and other public audiences. She has a bachelor's degree in international development from Clark University and a master's degree in urban and regional policy from Northeastern University.

Camilo Camacho

Camilo Camacho joined MHP in 2022. His responsibilities include collaborating on the implementation of new technologies, such as upgrading systems with the latest versions of software, the rollout of new hardware and staff training. He oversees and manages MHP's help desk ticketing system and completes routine user administration tasks, including patch management, password maintenance, file recovery and directory security. Most recently he was a desktop support technician at the Environmental Protection Agency. Prior to this position he was a deskside support technician at Boston Children's Hospital and interned in the IT department at Chelsea Jewish Community.

Carla Cabral

Carla Cabral joined MHP in Feb. 2013. She helps oversee MHP's use of the state land use statute known as Ch. 40B and monitors these projects and others in the MHP multifamily portfolio to make sure they are in compliance with all requirements, including guidelines and laws governing affordability, fair housing and marketing. Cabral has more than two decades of experience in multifamily real estate. A native of Portugal, she settled in Boston and used her fluency in Portuguese, Cape Verdean Creole and Spanish to do temporary work for the Boston Housing Authority. The BHA hired her to work in its Section 8 Leased Housing department and Cabral says it was here where she used her language skills to connect with residents and embrace the mission and value of providing affordable housing. Cabral holds a bachelor's degree in social communication, public relations and marketing from Technical University of Lisbon. She earned a management certificate and a master's of science with a focus on project management from Northeastern University. She earned her commercial real estate certificate at Boston University and has completed the CREW Leadership Academy program, an 8-month intensive program, to advance women in real estate. She is a member of National Center for Housing Management (NCHM), and Commercial Real Estate Women of Boston (CREW Boston). Carla has volunteered as a translator at the BHA, and as needed at her prior jobs and now at MHP.

Carolyn Ryan

Carolyn Ryan oversees the Greater Boston Chamber of Commerce's policy department, which develops and advocates for policies that contribute to the economic success of our region and generate economic opportunity for businesses and people. Ms. Ryan joined the Chamber in 2015. Previously, Ms. Ryan was a policy analyst at the Massachusetts Taxpayers Foundation where she focused on issues of tax and municipal finance, among other areas. Prior to that she was a consultant with Public Financial Management in Philadelphia. In that role, Ms. Ryan was a member of the state-appointed financial oversight teams for Pittsburgh and Reading, Pennsylvania. She previously held positions with the Office of the Legislative Counsel in the U.S. House of Representatives and the Harvard University development office. Ms. Ryan earned a B.A in English from Williams College, where she was co-captain of the women's varsity volleyball team, and an M.A. in government administration from the University of Pennsylvania, where she received the Audrey Miller Poritzky award for leadership.

Charleen Tyson

Charleen Tyson brings a wealth of experience to MHP as a finance executive in both the non-profit and public sectors. Prior to joining MHP, she served for three years as executive vice president and CFO for MassDevelopment. In this role, she managed finance and accounting, human resources, administration and technology for this quasi-public economic development agency with $600 million in total assets. Before MassDevelopment, she had been director of finance at the New England Aquarium, controller at the Massachusetts Society for the Prevention of Cruelty to Animals/Angell Memorial Hospital, and held various positions with the Massachusetts Teachers Association. Tyson serves as treasurer of the Elizabeth Stone House in Jamaica Plain, which provides shelter and transitional housing for battered women. She also serves on the South Shore Charter School Board of Trustees, and on the finance committee for the Town of Hull. She received her MBA from Simmons College School of Management and did her undergraduate work in business management and science at Bridgewater State.

Christine Madore

Christine Madore joined MHP in 2021. Her work focuses on helping communities build mobility-friendly neighborhoods and working closely with municipal officials and housing advocates to support the development of affordable housing. Prior to MHP, she was vice president of real estate services at MassDevelopment, where she was responsible for overseeing the real estate technical assistance program to support communities across the state. In addition, she served as MassDevelopment's real estate services liaison for more than 50 communities north of Boston, developed workshop programs to engage communities on economic development issues, and represented MassDevelopment in statewide working groups focused on coordinating programs and policies to promote economic and housing development. A certified planner, Madore earned her bachelor's degree in environmental, earth and ocean sciences from UMass Boston and her master's degree in urban and environmental policy and planning from Tufts University. She began her planning career at the Metropolitan Area Planning Council and oversaw planning projects ranging from downtown to community-wide master plans. A resident of Salem, Madore served two terms on the Salem City Council and is currently a state appointee on the Salem Redevelopment Authority.

Clark Ziegler

Clark Ziegler is Executive Director of the Massachusetts Housing Partnership, a quasi-public state agency that finances affordable rental housing, provides mortgage financing for first-time home buyers, provides technical assistance for housing and neighborhood development, and is a major contributor to state housing policy. He has been with MHP since its inception in 1985 and has been chief executive since 1990. During his tenure MHP has delivered financing or technical assistance in nearly every city and town in the Commonwealth, including financing for more than 26,000 units of affordable rental housing and more than 22,000 affordable homes for low-income first-time buyers. In total MHP has delivered $5.1 billion in below-market financing either directly or through participating banks. Between 1976 and 1981, Mr. Ziegler was in Washington, DC as an LBJ Intern, legislative assistant and then administrative assistant (chief of staff) to Massachusetts Congressman Robert Drinan, where he specialized in energy, environmental, budget and tax policy and staffed the House Subcommittee on Environment, Energy and Natural Resources. From 1983 to 1985 he was Deputy Director of Development and Public Affairs at the Massachusetts Bay Transportation Authority. Ziegler serves as a governor's appointee on the board of the Community Economic Development Assistance Corporation, which provides financing and technical assistance to community-based nonprofits across Massachusetts. He chairs the board of the Housing Partnership Fund, a federally-certified community development financial institution and a lending affiliate of the Housing Partnership Network, an organization that brings together the nation's leading housing and community development nonprofits. For 11 years, he was a director and officer of the National Association of Affordable Housing Lenders before stepping down in 2020. He currently serves on the board of Housing Navigator Massachusetts, a nonprofit that was established in 2019 to provide searchable web listings and a common online application for all subsidized housing units in the Commonwealth. As an Ipswich resident, Ziegler served as chairman and as a 15-year member of the town's Finance Committee, overseeing local spending on municipal government and public education and making recommendations on zoning and all other matters before town meeting. In 2006 he received the Community Service Award from Citizens Housing and Planning Association and in 2011 the Boston Globe named him one of the top 10 innovators in Massachusetts. He has a bachelor's degree from Hampshire College and a master's degree in public policy from the Kennedy School at Harvard University.

Cynthia Mohammed

Cynthia Mohammed joined MHP's staff in 1998. She had previously been an associate in the audit group at Pricewaterhouse Coopers LLP, where she worked for a variety of public, private and nonprofit clients. She earned a bachelor's degree in public policy at Brown University and has also done graduate work in accounting at USC. She was named deputy director of portfolio management in 2016 and director in August, 2018.

Danielle Kinkel - Chief Legal Officer

Danielle Kinkel is MHP's general counsel and a member of MHP's executive team. She is responsible for guiding MHP's legal affairs in all internal and external matters as well as participating in strategic planning and goal-setting for MHP, a self-supporting, non-profit quasi-public agency that creates and preserves affordable housing. Prior to MHP, she was a real estate attorney at Nolan Sheehan Patten (NSP) in Boston from 2009 to 2018. She began as associate and was named partner in 2016. At NSP, Danielle was responsible for managing and supervising legal teams through the structuring and closing of complex affordable housing finance transactions. She also advised governmental, quasi-governmental, non-profit and institutional lenders on a variety of housing and real estate development subjects, including zoning and permitting matters, housing subsidy statutes and regulations, tax credit structures and compliance, leasing and condominium regimes, real estate conveyancing issues, corporate entity formation and 501 (c)(3) applications. She is past co-chair of the Housing and Community Development Committee of Commercial Real Estate Women of Boston (CREW Boston) and is an active member of the Affordable Housing Committee of the Boston Bar Association, the Massachusetts Real Estate Bar Association, the Young Professionals Group of Citizens' Housing and Planning Association (CHAPA), and the American Bar Association's Forum on Affordable Housing and Community Development. Her community service activities include pro bono representation of 3L Place, Inc., a nonprofit dedicated to providing lifelong educational opportunities and ongoing support for adults with autism. She also provides ongoing pro bono representation of clients through Lawyers Clearinghouse and has provided pro bono legal representation to victims of Hurricane Katrina on matters such as clearing title to "heirs' property" and filing grant applications for funding to rehabilitate and reconstruct damaged homes She has a bachelor of arts degree in history and philosophy from the University of Michigan, a master's degree in education policy from Boston College and a law degree from Northeastern University.

Dave Oteri - CFO

David Oteri joined MHP's finance and administration team in 1998 as controller. He became chief accounting officer in 2004 and was named to his current position as chief accountant and treasury manager in 2008. He is responsible for the day-to-day financial operation of MHP, along with the management of our cash and investment portfolio. Before coming to MHP, Oteri worked for two public accounting firms for 11 years. Both firms specialized in auditing and tax preparation in the subsidized housing industry. Oteri is a Certified Public Accountant. He has master's debree in business administration from Framingham State University and a bachelor of science in accouting from Villanova University. He is a member of the Massachusetts Society of CPA's. He has volunteered for over a decade as a soccer and basketball coach in the town he lives in.

David Hanifin

David Hanifin has been a senior loan officer at MHP since 2012. He specializes in providing permanent financing for the development and preservation of affordable and mixed income rental housing. He also serves as MHP's FHA Multifamily Accelerated Processing (MAP) Underwriter. Prior to joining MHP, he served as a development officer with Rhode Island Housing (RIH), which is Rhode Island's housing finance agency as well as its allocating agency for low-income housing tax credits. He worked as a construction and permanent lender at RIH for eight years, specializing in the debt financing of tax credit projects. Prior to his work in RI, Hanifin lived and worked in the Boston area for 18 years, working most recently as a senior project manager for the Boston Redevelopment Authority. He is also an attorney who worked as assistant corporation counsel for the Boston Public Schools and as senior staff counsel at the Massachusetts State Ethics Commission before he became involved in planning and affordable housing finance. Hanifin has a law degree from Boston University and a bachelor's degree in industrial economics from Union College. He has also been very involved as a board member and volunteer in a number of non-profit organizations in Rhode Island and Massachusetts. He currently serves as a member of the Urban Land Institute's Housing and Economic Development District Council and as Treasurer for the Milton Community Food Pantry. He also serves on the food pantry steering committee.

David Worsham

David Worsham is associate director for MHP's ONE Mortgage, the state's most affordable mortgage program. In this role, he plays a key role in program development, helps manage the team in day-to-day origination operations, and oversees a variety of key administrative duties, including the development and maintenance of the loan origination and servicing system, the authorization of funding for ONE and ONE+ loans, and the recapture of public funds from paid-in-full loans. A graduate of the University of Massachusetts Boston with a bachelor's degree in ethics, social and political philosophy, Worsham began working as temporary employee for the homeownership team in 2014 and was hired full time as an administrative assistant in 2015. He was named operations manager in 2017 and associate director in 2021. A native of Arlington, Worsham traces his appreciation for housing back to his parents, who worked hard and rented four different houses so that their children could grow up in the same school system. "I am privileged to have had as stable a childhood as I did, and I understand how essential stable housing and homeownership opportunities are to attending to the problems of inequity," he says. "My parents are now homeowners, so they're finally getting to reap the rewards of their efforts."

Deepti Kamma

Deepti Kamma joined MHP in 2019. She supports the loan officers on transactions, from underwriting to closing, and plays a significant role in the team's marketing and communications strategy. She is an expert on the use of Salesforce customer relationship management tool and all things funding bank related. She is a graduate of University of Massachusetts Amherst, where she earned a bachelor's degree in biology and environmental science and wrote her senior thesis on the environmental and economic impacts of globalization on agriculture in India. She was named a Women in Leadership Fellow at UMass and founded the UMass chapter of the Delta Kappa Delta sorority, where she continues to be involved as the chapter's national vice president of marketing. She has extensive volunteer experience, with stints at Habitat for Humanity, the Massachusetts Fair Housing Center and the Massachusetts Public Interest Research Group (MassPIRG).

Denis Sheahan

Dolly Abberton

Dr. Alicia Sasser Modestino

Dr. Alicia Sasser Modestino is an associate professor with appointments in the School of Public Policy and Urban Affairs and the Department of Economics at Northeastern University. Previously, Modestino was a senior economist at the Federal Reserve Bank of Boston where she lead numerous research projects on regional economic and policy issues for the New England Public Policy Center. Eamon Bencivengo

Most recently he was housing programs manager for the City of Newton planning department, managing the 13-member community WestMetro Consortium, providing oversight of housing development projects, offering regulatory guidance, organizing quarterly meetings and administering an annual funding RFP. Edward M. Augustus

Elliot Schmiedl

Elliot Schmiedl re-joined MHP in March 2016 as the program manager for the Homeownership team and was promoted to director of homeownership in August 2016. He is responsible for advancing homeownership priorities and goals, including our efforts to close the racial homeownership and wealth gaps. Day-to-day he is focused on strengthening strategic partnerships, marketing the ONE Mortgage and ONE+Boston programs, and managing the homeownership team. In his earlier position at MHP, he was a senior program associate, working with lenders and non-profit community partners to administer the SoftSecond and ONE Mortgage Programs. Before his return to MHP in 2016, Schmiedl was family services division director at the South Middlesex Opportunity Council, a community-based social service non-profit organization. In this role he oversaw all facets of the emergency assistance shelter program, HomeBASE, and the Housing Consumer Education Center, including its homelessness prevention, first-time homebuyer, and foreclosure prevention programs. He holds a bachelor's degree in political science from Northeastern and a master's in public administration from Suffolk University.

Elvira Caldeira

Emma McGurren

Most recently she was assistant to the property manager at the Main South Community Development Corporation in Worcester, meeting with residents to gather recertification documents and performing income calculations to verify lease renewal qualifications for the organization's apartments. She served on the steering committee of the All Kinds of Girls mentoring program, which helps girls recognize their strengths by providing them with a safe space to express and be themselves. A graduate of Clark University in Worcester with a bachelor's degree in global environmental studies and a master's degree in community development and planning, she spent a semester abroad in Yungaburra, Australia, researching riparian transitions in the savanna vegetation of North Queensland and making recommendations to community partners.

Fallon Holloway-Lewis

Feng Situ

As staff accountant and budget analyst, Feng Situ is responsible for a wide range of MHP financial activities, including payroll, check processing, invoice verification, payment approvals, record reconciliation, maintaining accurate files and running monthly financial reports and variance analysis. Situ joined MHP in 2019. Prior to MHP, he was an accounts payable specialist at Keolis Commuter Services. Situ says he enjoyed the Keolis mission of providing commuter services so people could achieve a better work-life balance and was attracted to MHP because affordable homes also help people raise their quality of life.

Geoff MacAdie

He has also managed his own real estate management consulting firm. Gina Degraphenreid

She provides critical assistance to MHP's multifamily rental financing team in the areas of underwriting, funding operations, and analytical & reporting support. She supports loan officers in the loan underwriting and closing process for individual transactions, assists in the management of the loan funding process with MHP's bank partners and other capital sources, and analyzes and reports on MHP's lending activities. Most recently she was a database coordinator at the United Way of Southwestern Pennsylvania. As part of her work, she maintained contact with community partners to keep their information up to date and documented changes to funding, program requirements and the opening and program status She earned her bachelor's degree in economics from the University of North Carolina at Chapel Hill. While a student, she interned at Community Empowerment Fund in Chapel Hill, counseling low-income families on financial literacy and assisting them in finding and securing affordable housing.

Jayne Touchet

Jayne Touchet is responsible for providing technical and analytical support to the portfolio management team through a variety of tasks including the processing new loans, preparation of monthly invoices, timely collection and processing of payments, and maintenance and distribution of data on the loan servicing system. After beginning her career in banking, Touchet worked for Berkely Point Capital for 16 years, first as a client relations specialist and then as a servicing associate. During her career at Berkeley, her responsibilities included servicing a portfolio of over 300 multi-family Fannie Mae loans, managing a $50 billion multi-family and commercial portfolio of 3,800 loans, and the review, processing of new loans as well as the creation of policies to accurately book new loans into the servicing system. Touchet joined MHP in 2019, attracted in part by the chance to put her portfolio management skills to work in a mission-driven organization. "Given my experience managing diverse multi-family loans, I'm excited to be working in an organization whose goal is to help and support the needs of the community through the creation and preservation of affordable housing," she says.

Prior to coming to MHP, Karen served as interim CFO and as an Accounting Manager for two non-profit organizations. As a consultant, she developed systems which provided the management tools necessary to provide detailed financial reporting on a $200 million office/residential/retail project. Her experience also includes forensic accounting, start-up infrastructure development, and creating financial models used in acquisition analyses and budgeting. Laura Shufelt joined in MHP in 2011 as a community assistance manager. She was promoted to assistant director of MHP's community assistance team in 2017 and was named director in 2020. She is one of the most experienced housing professionals in Massachusetts, knowledgeable on a wide range of issues and practices, including proper and effective use of public funds and land, housing lotteries, fair housing, housing authority development and the state comprehensive land use permit law (Ch. 40B). Specifically, Shufelt's responsibilities include providing pre-development, development, and strategic planning technical assistance to municipalities, housing authorities and other appropriate organizations; building relationships and providing training on affordable housing to town officials, volunteer boards, non-profits, and housing professionals; managing MHP's 40B technical assistance program; and representing MHP and its policy agenda on relevant state and regional affordable housing committees. A native and resident of Cape Cod, Shufelt is a graduate of the University of Rhode Island with a bachelor's degree in elementary education. She began her career as a science teacher. Her path toward affordable housing began when she became a commercial lender and then in affordable housing finance for a consortium of banks. This led to a career as an affordable housing development consultant for housing authorities, towns, and for-and non-profit organizations. She also produces mission-conscious" content that is supported by photos, videos and graphics. A magna cum laude graduate of Hampton University, with a master's degree from Northwestern University's Medill School of Journalism, and a Master of Fine Arts in creative writing from Southern New Hampshire University, she is an Emmy-nominated former television journalist with experience in print and radio as well. She began her career at the Richmond (VA) News Leader and then spent three years as a staff editor at the National Association of Social Workers in Washington, DC. In 1994, she returned to journalism and did stints as a reporter and anchor at television stations in Illinois, Pennsylvania, and Connecticut. In 2001, while an anchor and reporter at News 12 in Norwalk, CT, she was nominated for a New England Emmy for "Magnificent Moms," a two-part series on unconventional mothers. In 2003, she joined the Quincy-based National Fire Protection Association (NFPA) as a media spokesperson and manager of public education projects. Over the next 17 years, she was responsible for writing and editing much of the organization's marketing materials, news releases, social media content and technical documents. She traveled to Johannesburg and Cape Town, South Africa to spearhead a project to produce fire safety educational materials for families living in shanty towns. Visiting the haphazardly built shacks made of mud, wood, and scraps of metal impressed upon her the importance of safe and affordable housing. She was drawn to MHP due to her lifelong interest in affordable housing which is expressed in her debut novel, The Talking Drum, which focuses on the impact of urban gentrification. "Much of the story was inspired by what I witnessed in the city where I grew up, Bridgeport, Connecticut," she said. Her novel has won or been nominated for several awards. It was the winner of a 2020 Outstanding Literary Award from the National Association of Black Journalists and overall winner of Shelf Unbound magazine's 2020 competition for Best Independently Published Book. The Talking Drum was a finalist for a Forward Indies Book Award in the general fiction category. Most recently, it received a 2021 Independent Publisher (IPPY) Book Award gold medal in the urban fiction category. He joined MHP in 1991 and was named managing director in 2003. In this role, Curtiss is responsible for managing MHP's $1.5 billion multifamily loan fund, including oversight of program development, loan underwriting, loan origination, portfolio management, and capital sources, which include Massachusetts banks, Fannie Mae, and FHA MAP and risk-sharing products. Curtiss is the architect of MHP's rental housing loan programs including permanent financing, green and healthy financing, lines of credit, and credit enhancement for tax-exempt bonds, and he is directly responsible for the growth of the loan fund from its inception to over 26,000 units financed with no loan losses in the history of the portfolio. He also serves as a director of the National Association of Affordable Housing Lenders, which represents leading banks and nonprofit loan funds across the U.S. engaged in community development lending. Before starting at MHP, Curtiss worked at Harvard's Joint Center for Housing Studies, where he researched national housing trends for the "State of the Nation's Housing" report and analyzed innovative mortgage products for Nobel laureate Franco Modigliani and Denise DiPasquale. Prior to that, he worked on the staff for Secretary Amy Anthony at the Massachusetts Executive Office of Communities and Development. Matija Janković

Maureen Flynn

In launching the retail HAF program she oversees establishment of the web-based application portal, management of the call center providing support for applicants, processing of payments to loan servicers, monitoring of program and contract performance and reporting to key internal and external stakeholders on the program's performance and impact. Prior to joining MHP she served as deputy director for the Boston Home Center of the City of Boston Department of Neighborhood Development, managing complex homebuying and homeowner rehab programs. Flynn has more than two decades of experience developing foreclosure prevention programs and projects and created the Boston Emergency Foreclosure Fund to help stop foreclosures in Boston in anticipation of the HAF program. She earned her law degree at State University of New York at Buffalo, a Master of Public Administration at Harvard University and a Bachelor of Science in urban studies and psychology at Boston University.

Megan Mulcahy

She has extensive experience working with non-profit community based housing developers and large for-profit national housing developers. She has worked with various projects and housing types including 40B-permitted housing, taxable debt, tax-exempt bond financing, Low Income Housing Tax Credits, working capital credit lines, mixed-use developments and sustainable housing. She is experienced at underwriting affordable developments with all MHP's capital sources - bank funds, FHA, and Fannie Mae. Mulcahy came to MHP after graduate studies at the LBJ School of Public Affairs at the University of Texas at Austin. Prior to that, she was the project manager for Buchanan & Associates, an environmental and land use law firm located in Boston. She earned her undergraduate degree in politics at Mount Holyoke College in South Hadley, Massachusetts, and is a member of Commercial Real Estate Women of Boston (CREW Boston), where she participates in the working group for housing and community development.

Merida Kepnes

Michelle McCarthy

Michelle McCarthy joined MHP in 2023. She develops and implements an internal compliance management framework for federal and state funds, including subrecipient monitoring, managing the internal controls to ensure compliance with MHP's contractual obligations related to these federal and state funds. She responds to inquiries regarding compliance and reporting, and coordinates with program managers to design, implement, and maintain reports required by funding agencies and/or MHP's leadership. Most recently she worked with the Boston Planning and Development Agency, first as a housing policy manager and more recently as the deputy director of housing policy and compliance. Earlier in her career she was a planner/contract manager for the City of Cambridge, guiding strategic planning and resource allocation for all federally funded shelter, outreach, homelessness prevention and rapid rehousing programs administered by the city. Nancy McCafferty

Nancy McCafferty joined MHP in 2003 as a loan officer, was promoted to senior loan officer in 2008 and senior relationship manager in 2015. She has significant experience underwriting and closing permanent financing utilizing taxable debt, tax-exempt bonds, working capital credit lines within MHP's lending programs and capital sources; including, private bank funds, Fannie Mae, FHA MAP and Risk Share. Among these transactions were some of MHP's largest and most complicated loans in the organization's history. In 2020, McCafferty was named director of business development, to provide strategic oversight of new multifamily financing opportunities that meet client business objectives and to deliver thought leadership for marketing MHP's lending programs. In 2018, McCafferty was recognized by BisNow, as one of forty Boston Power Women in Commercial Real Estate who made have had an impact in their career, the industry, and have empowered women along the way. In 2015, she was named as one of fifteen Woman of FIRE by Banker & Tradesman, which annually recognizes women who have had success in the field of finance and have demonstrated a commitment to professional and personal growth. Prior to joining MHP, she specialized in the underwriting, acquisition and management of affordable multifamily properties financed with federal and state low-income housing tax credits. Her career began in the late 1980's in commercial real estate where she held both property management and development positions at Trammell Crow Company, Spaulding & Slye Colliers (now Jones Lang LaSalle) and Winthrop Financial Company. She started her career in finance at age 12 when, as paper girl for the Lowell Sun and Boston Sunday Globe, she provided interest free loans to customers that were behind on weekly subscription payments. McCafferty earned a bachelor's degree in business finance at UMass-Lowell and received certification as a real property administrator at Bentley College. She currently serves on the boards of Fidelity House Career Resource Center and Local Initiative Support Corporation Boston. In the past, she has served on the board of the Women's Institute for Housing and Economic Development as Treasurer well as CREW Boston (previously known as New England Women in Real Estate) which recognized her with an Esprit de Coeur award in 2010 and networking awards in 2011 and 2017. She has also chaired several committees within each organization.

Nicole Yang

Nicole Yang joined MHP in 2023. Her responsibilities include data management and analysis, content creation, and communication strategies that connect MHP with additional homebuyers and strengthen relationships with nonprofit, government, community and lending partners. She works with partners across the homeownership and public affairs teams on a variety of programs. Prior to MHP she worked as the communications assistant for the Applied Economics Council in charge of all online content from draft to post. During an AmeriCorps year of service in Minneapolis her cohort contributed to the Mapping Prejudice Project that investigates historical redlining and its modern effects in the Twin Cities. She earned her master's degree from Boston University in emerging media studies and her bachelor's degree from University of Minnesota in Spanish Studies and Communication Studies.

Samantha Garcia

Samantha Garcia joined MHP in 2022. Her responsibilities include assisting in the continued operation and development of the ONE Mortgage Program and its subsidiary, ONE+Boston, helping the team develop, implement, and operationalize homeownership programming tied to the American Rescue Plan Act (ARPA) and providing ongoing support, training, and management of the origination pipeline for a portfolio of MHP partner lenders. Prior to MHP she was program coordinator at Brigham and Women's Hospital. As group prenatal care coordinator her responsibilities included leading and facilitating day-to-day program coordination, planning and implementation across multiple teams, producing and maintaining group session documentation, and collecting and analyzing data entry to evaluate areas of medical and social concern for patients. She earned her Bachelor of Science in Nursing from College of Mount Saint Vincent.

Sandra Cooke

Sandra Cooke joined MHP in 2021. Her responsibilities include managing MHP's relationships with borrowers, conducting credit reviews and site inspections, and addressing project operating performance issues. In addition, she mentors junior staff members in the administration of assigned loans. She has a history of successfully monitoring $1 billion to $23.5 billion loan servicing portfolios for financial analysis and physical inspection. Most recently, as assistant vice president in asset management at Northeast Bank, she managed oversight for a $1 billion purchased and originated loan portfolio for commercial real estate, which included written financial, loan performance, collateral, and sponsor assessment of each asset acquired to maximize income and diminish risk loss. Previously, as a vice president at Berkeley Point Capital LLC in Boston, she monitored a $23.5 billion loan servicing portfolio for Fannie Mae, Freddie Mac and CMBS master servicers and drove risk mitigation initiatives with a focus on maximizing performance and value. She was drawn to MHP because of her desire to bring her experience managing large portfolios to a mission-based organization.

Sarah Mostafa

Sarah Mostafa joined MHP in 2023. She performs programmatic and system risk assessments of the ONE and ONE+ Mortgage programs and the MassDREAMS program; analyzes information to proactively identify risks, trends, and process improvements, and reports to management on risk issues, proposed controls, and audit procedures. She also supports and leads cross-functional team coordination through various system improvement initiatives. Previously Sarah was a senior auditor at the Massachusetts Department of Public Health, a business management specialist at the Massachusetts Division of Capital Management and Maintenance (DCAMM) and a compliance analyst at State Street Corporation. She earned her Master of Business Administration at UMass Amherst Isenberg School of Management and her Bachelor of Science in Business Management from New England College of Business and Finance. She is a Lean Six Sigma Black Belt.

Scott Goldstone

As a senior portfolio manager, Scott Goldstone manages a portfolio of MHP permanent loans that encompass a variety of MHP loan programs and capital sources, including bank funds, Fannie Mae and Federal Housing Administration (FHA) loans. He also manages insurance compliance throughout MHP's portfolio, which totals over 275 loans for multifamily developments. Goldstone joined MHP in 2009 as an assistant portfolio manager. He began his career as a residential mortgage broker, real estate agent, and private residential developer in his home state of Florida. After moving to Massachusetts in 2006, he worked for Just-A-Start in Cambridge on a contract basis as a project manager on an affordable condominium development. This served as his introduction to affordable housing and his eventual pursuit of employment at MHP. "Having experience working on both sides of the for-profit and nonprofit real estate industry has made me a big believer in affordable housing," he says. He has a bachelor of science in business from Boston University.

Scott MacIntyre - CIO

Scott MacIntyre is responsible for managing all aspects of MHP's network, including data center operations, network management, security, remote access, email data base administration and relationships with all vendors. He has managed the development of multiple internal initiatives, including a web-based loan origination and servicing system, portfolio management applications, customer relationship systems, company intranet, board of directors web site and a loan document management system (MassDocs) that makes it possible to have one set of loan documents for multifamily projects using multiple funding sources. He has also developed security programs and protocols, including a written information security program, threat intelligence, vulnerability and penetration testing, and annual staff security training. He has also acted as security lead responding to security requirements on lending institutions that partner with MHP. A graduate of Northeastern University with a bachelor of science degree, MacIntyre worked for five years at Career Finders,, a start-up software company in Needham. He joined MHP in 1997 as information technology coordinator and was promoted to his current role in 2008. He resides with his family in Bristol County MA.

Shelly Goehring

Shelly Goehring joined MHP in 2016 as program manager and was promoted to senior program manager in 2019. She is responsible for working with communities and nonprofits to support affordable housing initiatives and development. She does this primarily by helping communities establish and operate municipal affordable housing trusts. She is one of the state's foremost experts in how to set up and use housing trusts, and how to use Community Preservation Act (CPA) funds for affordable housing, either directly or through a housing trust. She conducts local and regional trainings throughout the year and regularly appears at local meetings to explain how trusts and CPA funds can help communities address their housing needs. Prior to MHP, she worked at the Massachusetts Affordable Housing Alliance as a program manager working with communities inside Route 495 on how to use CPA funds for affordable housing. Before that, she was the founder and executive director of Four Corners Main Street, a Dorchester-based nonprofit focused on commercial revitalization and business development. She has bachelor's degrees in political science and sociology from the University of California Davis, a master's in urban and economic development from Eastern University and a master's in business administration from Babson. A California native, she said she first became interested in affordable housing through the personal experience of moving to Boston and experiencing sticker shock at how much housing cost and the effort involved in finding a stable, affordable place to live.

Stephen Lucien

Stephen Lucien joined MHP in 2021. His responsibilities include assisting with budget development, updating and reporting on budget to actual on a monthly and quarterly basis, analyzing monthly financial results and preparing variance explanations, and creating and managing information and data processes as needed. He has extensive experience in the financial services industry, most recently as a conversion analyst for JPMorgan Chase where he was responsible for converting outside clients onto the JPM platforms and designing and implementing processes and controls in support of all daily production requirements. Previously as financial operations analyst for DST Systems/SS&C he analyzed invoices from financial intermediaries to determine completeness and developed processes to simplify the validation for clients. Lucien earned his Master of Science in finance from Suffolk University and his Bachelor of Science in Finance from UMass Boston. He volunteers as a play space activity leader for Horizons for Homeless Children and for several years was a mentor for Big Brothers Big Sisters of America.

Steve Gandt

Steve Gandt joined MHP in 2018. Prior to MHP, he was a vice president at Berkeley Point Capital, one of the largest multifamily lenders in the US, where he managed a $10 billion real estate loan portfolio with Fannie Mae, Freddie Mac, and FHA financing. Over his 20 years at Berkeley Point (and its predecessors Deutsche Bank Mortgage and Berkshire Mortgage), he was involved in the management of a complex $500 million Fannie Mae credit facility, helped manage the growth of the asset management business from $5 billion to $58 billion, and was involved in the underwriting of multifamily loans. Before Berkeley, he worked at Winthrop Financial Associates as a real estate financial analyst and at State Street Corporation as an information analyst and fund accountant. He has a master's in economics from Boston College and a bachelor's degree in economics from Holy Cross. He joined MHP because "I wanted to work with an organization whose primary mission is to assist in providing affordable housing for families and individuals."

Susanne Cameron

Susanne Cameron joined MHP in 2022. She is responsible for implementing a lender outreach strategy to grow the number of MHP's participating lenders, thereby increasing statewide loan volume. She calls on existing and prospective lenders to identify their CRA-related mortgage lending needs and how they align with MHP's programs and efforts to more readily provide affordable mortgage options to underserved households and households of color. Her career has included working in management at Fannie Mae in the Housing and Community Development division, at Citi, as a senior community development professional, and at JPMorgan Chase, in the New England expansion market laying the groundwork for community initiatives. She currently sits on the Newburyport Affordable Housing Trust, the board of ROOF Over Head, an organization dedicated to housing families at risk of homelessness, and the board of Metro Housing Boston. She earned her master's degree in public policy with a concentration in housing and community development from Tufts University School of Urban and Environmental Policy.

Taylor Smith

Taylor Smith joined MHP in 2022. Her responsibilities include assisting in the continued operations and development of the ONE Mortgage Program and its subsidiary, ONE+Boston. Under the supervision of the associate director of homeownership, she provides ongoing support, training, and management of the origination pipeline for a portfolio of MHP's partner lenders. Other key responsibilities include providing customer service and administrative support for a number of essential services. Prior to MHP she was a mortgage specialist for the City of Boston Credit Union. Because of the credit union's partnership with MHP, one of her responsibilities included working with MHP's homeownership team to process ONE and ONE+Boston loans.

Toi Neely

Toi Neely joined MHP in September, 2019. She provides support to MHP's finance and administration team. She joins MHP with more than 18 years as an executive assistant at John Hancock Financial Services. Prior to that, she held administrative positions at IDX and Cambridge Trust. She holds a bachelor's degree in management science from Fisher College.

Tom Hopper

Job Titles:
  • Director of the Center for Housing Data
Tom Hopper joined MHP in 2006 and worked in risk management, operations and analytical development over the next decade. In early 2017 he became Co-Director of MHP's newly created Center for Housing Data, in 2019 became Director of Research & Analytics, and in 2023 became the Director of the Center for Housing Data. Hopper has developed database systems, designed metrics, and created data tools and analytical reports that provide insight into project financial performance, credit quality, and risk management. He has led public policy research efforts on topics such as transit-oriented development, housing production, land use, gentrification and housing costs. Tom has a bachelor's degree in economics, a master's degree in city planning from Boston University, and a master's degree in urban informatics from Northeastern University.

Vanessa Okonkwo

Vanessa Okonkwo joined MHP as a paralegal and loan closing coordinator and was promoted to counsel in 2018. She is responsible for assisting MHP's general counsel in in the guidance of all MHP legal affairs. Prior to MHP, she worked as a credit officer at Diamond Bank and as an attorney the law firm of Paul Usoro & Company. She has law degrees from Abia State University and Nigerian Law School and a masters of laws from Suffolk University. She is involved in several organizations, including the American Bar Association's Forum on Affordable Housing and Community Development Law, Boston Bar Association, CREW Boston, Institute of Chartered Secretaries & Administrators, U.K (ICSA). She also volunteers at her local church. First and foremost, she has a passion for affordable housing. "As someone originally from a third world country, eradication of poverty and homelessness is a cause dear to my heart," she says. "This is why I am very committed to helping MHP achieve its goal of increasing affordable housing in Massachusetts."

Yan Mei Huang

Yan Mei Huang joined MHP in 2022. Her responsibilities include providing ongoing support of MHP's homeownership programs by taking on varied tasks and providing administrative support. She provides information about the program to homeowners, state and local officials, mortgage lenders, housing counselors and other stakeholders by responding to inquiries; drafts communications; and coordinates meetings, trainings, and information sessions. A financial analyst, she worked at Boston Medical Center for more than 10 years, most recently as financial counseling enrollment coordinator. Early in her career she volunteered as a family champion at Boston Public Schools Boston Saves Program, advising families on saving for their children's college education or career training, and strategized with families on ways to build generational wealth.
