Licensed to practice law in both Georgia and Jamaica, W.I., Amelia brings a wealth of legal expertise to the NowackHoward team with a strong focus on real estate and a background in commercial transactions. Having begun her career as an associate attorney at a prominent law firm in Jamaica, Amelia has a profound understanding of the legal landscape and the business needs of her clients.
Amelia's journey in law began when she earned a Bachelor of Laws (LL.B.) from the University of Liverpool in 2009. Before passing the Georgia bar in 2023 and transitioning her law practice to the United States, Amelia represented corporate and individual clients in Jamaica in a full range of commercial and real estate transactions, including the purchase and sale, development, leasing and secured financing of various asset classes such as office, medical, retail, mixed-use, and multi-family properties in addition to land zoning issues.
In addition to her real estate expertise, Amelia advised clients in a wide variety of complex corporate transactions and restructuring, including mergers and acquisitions, joint ventures, and private debt offerings.
Amelia also holds a Bachelor of Arts in Economics & Business from Agnes Scott College. Outside of work, Amelia enjoys cooking, baking, badminton, card games and is a die-hard dog and cat lover.

has dedicated his entire legal career to representing community associations. George began representing associations in 1981 at the law firm Hyatt & Rhoads, PC, which was one of the first firms in the United States to represent homeowner and condominium associations. In 1991, George founded the Community Association Practice at Weissman, Nowack, Curry & Wilco, P.C., where he practiced for 25 years. George and his law partner Julie Howard formed NowackHoward, LLC in October 2016 after working together for 20 years at WNCW.
In addition to George's extensive community association practice, he is a nationally recognized expert on community association insurance issues, especially Director's & Officer's claims and coverage for theft of community association funds. George has assisted three national insurance companies in drafting their D&O policies and has been appointed panel counsel for multiple insurance companies that specialize in writing for D&O policies.
George is also an expert on Fair Housing Law. He has already successfully defended 67 associations in Fair Housing Act claims, more than any other attorney in the country. As one of the members of a special task force, George also worked with the United States Department of Housing and Urban Development, which enforces the Fair Housing Act, to develop its condominium crime insurance provisions.
In September 2017 George met with Anna Maria Farias, Assistant Secretary for Fair Housing and Equal Opportunity at her office in Washington, D.C. to discuss the unintended consequences affecting community associations resulting from changes to the Fair Housing Act. In addition, throughout his career, George has been a stalwart in drafting amendments to the Georgia Condominium Act, the Georgia Property Owners' Association Act, and advising the Georgia Real Estate Commission in drafting its Community Association Managers' Licensing law.
An active member of the Community Associations Institute (CAI) since 1982, George was one of the earliest members of Georgia's CAI Chapter and served as Georgia Chapter President in 1990. George went on to serve two terms on CAI's National Board of Trustees and served as CAI National President from 1994-1995. Since 1984, George has been a featured presenter on numerous issues at more than 25 of CAI's National Conferences and 35 of CAI's Law Seminars and he has been a favorite speaker at local CAI chapters across the country from Massachusetts to Hawaii. George has volunteered countless hours for CAI over the years assisting with numerous committees, subcommittees and special projects.
In light of his dedication and commitment to CAI, George has earned many awards and special recognition over the years. In 2003, George received CAI-Georgia's Educator of the Year Award. In 2004 and 2005, George received CAI-National's President's Award for his extraordinary services to CAI's National Presidents. George received CAI-National's 2007-2008 Award of Excellence in Designations. In addition, in recognition of George's exceptional dedication to CAI, in May 2011, he received CAI-National's Distinguished Service Award.
In 1994, George's peers named him to the charter class of the College of Community Association Lawyers. George was elected to the College's Board of Governors in 2002. He served two terms as the Dean of the College from 2007-2009. Since 1985, George has served as a member of the faculty of the College's annual Community Association Law Seminar and, for 14 years, at the two general opening sessions of the Law Seminar, George co-presented a review of the 50 most significant cases affecting community associations and the resulting trends. In 2010, the College presented George with the first Gurdon Buck Award, the College's most prestigious recognition.
George is also a prolific writer on community association law. With more than 500 articles used in seminars and workshops, George has also written weekly columns on community association issues for the Atlanta Journal & Constitution and the Gainesville Times, as well as publishing articles in Common Ground, Real Property & Probate, the Atlanta Business Chronicle, The Newsletter of the Independent Insurance Agents of Georgia, and other publications. George has been quoted in the New York Times and the Wall Street Journal and has been the featured guest on local and nationally syndicated radio shows.

Bill has over a decade of experience in community association law. His wide-ranging practice focuses on both general service and litigation, which gives him a unique perspective.
Bill defends associations, boards of directors and property managers against breach of fiduciary duty and professional liability claims, breach of contract actions, tort claims, fair housing and discrimination complaints, condemnation actions and other corporate and real estate disputes. Bill has extensive experience defending complex, multi-party lawsuits involving allegations of water intrusion, structural deflection and mold. Bill also has experience representing associations in covenant enforcement actions against property owners.
With his significant trial experience, Bill knows what it takes to successfully defend his clients in court. Bill also knows that his clients value cost-efficient, practical representation and creative solutions. He always thinks outside-the-box and has successfully resolved a number of complex matters through alternative dispute resolution, including mediation and judicially-hosted settlement conferences.
Bill's litigation experience and time in the courtroom helps him provide valuable guidance to his clients on corporate governance matters, operational issues and best practices, including contract negotiation, zoning requests, and real estate matters.

Jason LoMonaco is a partner in the firm. Jason has represented cooperative, condominium and homeowners associations in all kinds of litigation, first in New York for 7 years and, throughout Georgia for the past 20 years. An accomplished attorney, Jason has extensive civil litigation experience in matters related to real estate, non-profit corporations and community associations ranging from the enforcement, interpretation and application of covenants and easements to property damage and title claims, to corporate fiduciary and governance disputes. Having earned the esteem of his colleagues, Jason has been asked to serve as an expert witness, mediator and a receiver in community association lawsuits. Jason has also been approached by members of the judiciary to serve as a special master in complex community association litigation. Jason has defended community associations and their managers throughout Georgia as panel counsel for several major director and officer and general liability insurance companies.
Prior to NowackHoward, Jason was a partner in both the community association and litigation departments at Weissman, Nowack, Curry & Wilco. While practicing in New York he litigated civil actions and eviction proceedings on behalf of condominiums, cooperatives and residential and commercial landlords. Jason's expertise in community association litigation has resulted in 10 published opinions from the Georgia Court of Appeals favorable to the industry.
Jason has written several articles for Georgia Commons, published by the Georgia Chapter of the Community Associations Institute and Community Advisor, a WNCW/NH publication for community association clients. Jason has also written articles and lectured for the New York Association of Realty Managers. A frequent speaker, Jason presented at WNCW/NH's annual Community Association Law Seminar, Board of Director and Community Manager classes hosted by WNCW/NH and the Annual National CAI Law Seminar. Jason also regularly lectures on community association issues to community managers, realtors and insurance professionals. He was named the 2011 "Educator of the Year" by the Georgia Chapter of the Community Associations Institute.

Julie Howard has had the pleasure of representing condominium and homeowner associations for most of her legal career. After law school, Julie completed a judicial clerkship and practiced general civil litigation before joining Weissman, Nowack, Curry & Wilco, PC in 1996. Julie was a shareholder and the managing partner of the community association practice at WNCW. In October 2016, after 20 years of working together, Julie and her law partner George Nowack founded NowackHoward, LLC, Community Association Attorneys.
Julie has extensive experience advising community associations through everyday issues, document amendments, reviewing and negotiating contracts, enforcing covenants, defending Fair Housing Act claims, as well as handling insurance defense, collections, and bankruptcy cases. Julie also regularly assists Boards of Directors with parliamentary procedure for annual and special meetings and enjoys keeping Boards up-to-date on hot topics and trends within community association law. Since 1998, Julie has been a licensed instructor for the Georgia Real Estate Commission, teaching the Community Association Managers' Pre-License Course as well as continuing education courses to Georgia's community association managers throughout the year.
An active member of the Community Associations Institute (CAI) since 1997, Julie has served CAI at every level. Based in Washington, DC, CAI has over 40,000 members and chapters throughout the country and is the nation's leading advocate for community associations. Julie is a past president, treasurer and secretary of the Georgia Chapter of CAI and served on the Chapter's Board of Directors for six years from 2002 to 2007. Julie has served the Georgia Chapter through multiple committees and special projects and has been a featured speaker many times for CAI-Georgia homeowner programs. In 2003, Julie received CAI-Georgia's Rita Kennedy Award, the highest honor given by the Chapter. Julie received the Chapter's Educator of the Year Award in 2017.
A passionate advocate for community associations, Julie is a long-time lobbyist for associations' legislative interests. Julie has been an active member of CAI-Georgia's Legislative Action Committee since 2007 and served as LAC Chair from 2011 to 2013. In 2019, Julie became a charter member of CAI-Georgia's Political Action Committee. Julie has helped draft every change to the Georgia Condominium Act and Georgia Property Owners' Association Act since 2007 and frequently testifies before Georgia Senate and House of Representatives Committees on proposed laws that could impact community associations.
Following her many years of Georgia Chapter leadership positions, Julie was elected to CAI's National Board of Trustees in 2009 and served as a National Trustee through 2015. During her tenure as Trustee, Julie also served on CAI's Audit Committee, Ethics Task Force and Nominating Committee. Julie also has regularly presented at CAI's Annual Conferences. Julie was honored to serve as CAI National President in 2014. As CAI President, Julie initiated a year-long national project to explore the future of community associations-Community Next: 2020 and Beyond -which brought together over 50 members and external stakeholders on four distinguished panels. The project culminated in a CAI special report published with Common Ground magazine in September 2016, which reported on what is to come for community associations. In May 2016, Julie received CAI National's Outstanding Volunteer Service Award for her many years of contributions to CAI and for her work on Community Next.
In 2008, in recognition of Julie's contributions to the practice of community association law and her high standards of professional and ethical conduct, Julie was elected to membership in the prestigious College of Community Association Lawyers. Julie was elected by her CCAL peers to the College's Board of Governors in 2015 and was elected and served as the 2018 CCAL President. Julie completed her service on the CCAL Board of Governors as 2019 Immediate Past President. Julie previously served on the College's Membership Committee and continues to be an active member of the College's Law Seminar Planning Committee, which she co-chaired from 2015 through 2018. Julie has also presented multiple times at the College's annual Law Seminar and in 2021 co-presented the Law Seminar's signature Case Law Update.

Shelby is a highly accomplished Legal Counsel with broad legal acumen and a history of providing counsel to government and private organizations across a twelve-year career. In addition to an education in construction management, Shelby is a licensed attorney in both Georgia and Arizona, a Georgia Real Estate Agent, and a Georgia Registered Neutral.
Most recently, Shelby worked and served in a dual capacity as Asset Manager and General Counsel for a small real estate development firm operating in the metro Atlanta market conducting a broad range of real estate business including residential and commercial new construction and renovation; ownership and portfolio management of single-family homes, multi-family units, and commercial rentals; lending of a private real estate investment fund and various real estate investment ventures.
From 2013 to 2018, Shelby was employed by the State of Georgia, first as an Assistant Attorney General with the Georgia Department of Law, and later as associate counsel for the Integrated Agencies of the Georgia State Properties Officer comprised of the Georgia Building Authority, Georgia State Financing and Investment Commission and Georgia State Properties Commission. As associate counsel, Shelby routinely negotiated leases for state office space, reviewed proposed legislation, and drafted agency policies, contracts, and responses to the Georgia Open Records Act.
While in Tucson, Arizona, Shelby served as an Assistant Attorney General in the Child and Family Protection Division, Child Support Services Section of the Arizona Office of the Attorney General managing a caseload of over two hundred cases, participating in approximately twenty Arizona Superior Court hearings and ultimately being selected as 2013 Attorney of the Year for her division.

Vicky specializes in collection of delinquent assessments, advising clients on ways to maximize recovery. Vicky has collected hundreds of thousands of dollars for her community association clients. Prior to working with community associations, Vicky worked in foreclosure litigation with experience in foreclosures, evictions, and creditors' rights and recoveries. Drawing on that specialized experience in creditors' rights and recoveries, Vicky brings a unique perspective to maximizing the recovery of collection debts for community associations. Before joining NowackHoward, Vicky was a community association attorney at Weissman, Nowack, Curry & Wilco.
In addition to working closely with clients to manage the financial side of an Association, Vicky also serves as a member of the Georgia Chapter of the Community Associations Institute. Vicky is an active committee member for the CAI Cares Committee, which works with organizations such as Toys for Tots, Soles 4 Souls, HomeAid, Habitat for Humanity, and other organizations to provide housing and other resources to underserved communities. She is honoured to serve as Secretary for the CAI Cares Committee Secretary for 2019.
