David McDonald

David McDonald serves as Vice Chancellor for Administration. He is the university's lead administrative and financial officer and has oversight for auxiliary services, business and financial services, budget, capital planning, facilities, government relations, human resources, information technology, and university planning and design. He works closely with other members of the university's Executive Team and campus community to support the fulfillment of the UH West Oʻahu Strategic Action Plan. Prior to joining UH West Oʻahu he served in multiple roles at Western Oregon University including Associate Vice President for Strategic Initiatives and Public Affairs, Associate Provost, and Dean of Enrollment Admissions and Retention. McDonald has also served as the Director of Enrollment Services for the Oregon University System. At the University of California, San Diego he was the Assistant Dean of Graduate Studies. While covering a broad area of university functions including academic affairs, student affairs, external relations, and government relations, McDonald has maintained a strong commitment to diversity, equity and inclusion initiatives that have enhanced student access and completion efforts. He was the 2011 recipient of the Michael C. Holen Pacesetter Award from NACADA for his commitment to academic advising excellence. He has served on numerous state, regional and national committees focused on various areas of higher education policy and operations. McDonald earned his Bachelor of Science in Business Administration from the University of Oregon and his Master of Public Administration from the University of Washington.

Dr. Camonia Graham-Tutt

Associate Vice Chancellor Graham-Tutt has worked at UH West O‘ahu since 2016, serving the campus in a variety of roles, including Director of the Student Research and Creative Works Symposium, Coordinator for the Office of Professional Development and Academic Support, and faculty contact for the Community Health concentration. She earned tenure and promotion to Associate Professor as a member of UH West O‘ahu's faculty. She was a member of Cohort 9 of the University of Hawai‘i's President's Emerging Leaders Program (PELP) and was accepted into the inaugural PELP 201 program. Associate Vice Chancellor Graham-Tutt earned both her Bachelor of Science degree in Health Education followed by a Master of Science in Health Education degree at Baylor University. She earned her Doctor of Philosophy degree in Medical Sociology at Howard University, where she was an Edward A. Bouchet Scholar. When she is not working or spending time with her family, Graham-Tutt enjoys organizing, hosting, and designing events in service to the community.

Dr. Dee Uwono

As Vice Chancellor for Student Affairs, Dr. Dee Uwono is responsible for campus-wide planning and policy formulation and ensures that student affairs programs, services and activities are aligned with the academic mission and strategic goals of UH West Oʻahu. Vice Chancellor Uwono provides leadership for the delivery and administration of a full-range of student affairs programs including enrollment management, admissions, outreach, academic program advising, student orientation and registration, financial aid, activities, counseling, cultural advising, health and wellness, judicial affairs, first-year experience and retention, and career development. As a member of the university's senior staff, she is responsible for overseeing the budget and material resources of the Student Affairs department and developing a comprehensive learning environment with a successful program of student retention that complements UH West Oʻahu's strategic plan for recruitment and enrollment. Vice Chancellor Uwono comes to UH West Oʻahu after a long and impactful career at the Director and Title IX Coordination at UH Mānoa during which time she also served as the interim Director of UH Systemʻs EEO/AA office. She also spent 16-plus years as first a Judicial Affairs Officer and then the Director of Judicial Affairs at UH Mānoa. Prior to this she did a short stint as Interim Dean of Student at Honolulu Community College. Dee earned her doctor of education degree in educational leadership at the University of Southern California, Rossier School of Education in 2010. She holds a masters in educational administration and a BA in zoology from UH Mānoa.

Dr. Harald Barkhoff

As the Vice Chancellor for Academic Affairs, Dr. Harald Barkhoff is the campus' chief academic officer and is responsible for academic planning and curriculum development for the campus. He manages faculty and instructional activities as well as the operation of the library and resource center, course scheduling, new academic program growth and priorities, partnerships with other campuses and the business community, and non-credit program development that enhances the educational breadth, depth, and vibrancy of the campus. Vice Chancellor Barkhoff, who joined UH West Oʻahu in August 2023, earned a Doctorate of Philosophy in Sport Science/Kinesiology with an emphasis in Sport Psychology from the University of Stuttgart where he also was a faculty in the Sport Sciences Department before joining the University of Hawaiʻi at Hilo. At UH Hilo, he served as faculty in the Department of Kinesiology & Exercise Sciences, where he advanced to a tenured full professor and served as their Department Chair. Many of his studies focused on elite athletes and peak performance, however he is also interested in cultural components of health behaviors, including physical activity in indigenous, Native Hawaiian environments. Under his leadership as chair the department received the National Inclusive Excellence Award from the American Kinesiology Association (AKA). 2019, Vice Chancellor Barkhoff received the highest honor given by the AKA - the Jerry R. Thomas Distinguished Leadership Award for Bachelors Degree Granting Departments. The award recognizes nationally outstanding administrative and leadership performance. He also won the Applied Learning Experiences Excellence in Teaching Award as well as the Open Education Innovation Award at UH Hilo. In 2021, Vice Chancellor Barkhoff joined the California State University Monterey Bay (CSUMB) as the Dean of the College of Health Sciences and Human Services (CHSHS). He worked closely with faculty and staff to increase external and grant funding for CHSHS programs; initiated the College's first Social Justice Award for Students and Faculty/Staff, the first College Colloquium that included all the programs within the college; focused on enhancing diversity, equity and inclusion within the college and across campus; and has been instrumental in working with his team to grow key programs. He also served as Interim Dean for the College of Education at CSUMB. Haraldʻs service to his profession and community includes the Board of Directors and Executive Committee of the AKA as well as serving on the Hawaiʻi State Charter School Commission.

Dr. Jessica L. W. Miranda

Dr. Jessica L. W. Miranda joined the University of Hawaiʻi-West Oʻahu as the Director of Strategic Directions, Assessment, and Accreditation in January 2023. In this role, Dr. Miranda serves as the university's Western Association of Schools and Colleges (WASC) Senior College and University Commission (WSCUC) Accreditation Liaison Officer; she develops and implement processes to measure UHWO's strategic impact; and she leads assessment efforts on campus to foster a culture of continuous improvement in academic, student life, and administrative programming. Prior to her current position, Dr. Miranda served as the Director of Assessment, Accreditation, and Accountability for the College of Education at the University of Hawaiʻi at Mānoa from 2014 to 2023 and as their Assessment Coordinator from 2012 to 2014. She is a tenured Associate Specialist and Graduate Faculty in the Department of Educational Psychology at the University of Hawaiʻi at Mānoa. Dr. Miranda holds a Doctor of Philosophy in Educational Psychology with a specialization in Measurement, Statistics, and Evaluation; a M.A. in Second Language Studies with specializations in Language Teaching and Language Assessment, Measurement, and Program Evaluation; and a B.A. in Interdisciplinary Studies: Teaching English as a Second Language from the University of Hawaiʻi at Mānoa. She has been honored as the recipient of the 2017 Peter and Patricia A. Dunn-Rankin Scholarship for Research in Educational Psychology, the 2014 Innovation and Transformation Award from the College of Education at the University of Hawaiʻi at Mānoa for her work developing the college's Measuring Our Success website, and the 2012 Harry Whitten Prize for Scholarly Excellence by the Department of Second Language Studies at the University of Hawaiʻi at Mānoa. Her professional contributions to the field are in the areas of psychometrics and educational measurement; program evaluation; and accreditation preparation, implementation, and research. She is an active contributor to the field through extensive state, national, and international presentations. Dr. Miranda currently serves as a national Accreditation Commissioner for the Association for Advancing Quality in Educator Preparation (AAQEP).
