Cao Ying, MPH, is Vital Strategies' China Country Director, where she leads a team strengthening local public health systems using evidence-based communication and policy advocacy in the areas of tobacco control and road safety, and for the Resolve to Save Lives' Global Cardiovascular Health Initiative.
Cao has over 15 years' experience designing, leading, implementing and monitoring projects in the field of health and nutrition. Her achievements include managing complex programs in China and she has a specific background in government and community-based programs that address unbalanced resource allocations to underprivileged areas. Before joining Vital Strategies, she served as the Director of Program Operations at Save the Children in China. She also spent six years working in health and development for the nonprofit sector and five years as a senior physician specializing in diagnostic ultrasound at Shanghai Ruijin Hospital.
Cao holds a master's degree in public health nutrition from Wageningen University in the Netherlands and a bachelor's degree in medicine from Shanghai Second Medical University.

Daniel Kass is the Senior Vice President of Environmental, Climate and Urban Health at Vital Strategies, where he leads a team working to use the tools of public health to address environmental threats and ensure healthy and sustainable outcomes for people living in an increasingly urbanized world.
Kass is a notable expert on environmental health and environmental disease prevention, with nearly 30 years of experience in enforcement, policy and research programs. Achievements include founding and directing the Hunter College Center for Occupational and Environmental Health and creating and serving as Assistant Commissioner for the Bureau of Environmental Surveillance and Policy with the New York City Department of Health and Mental Hygiene, prior to his appointment as Deputy Commissioner for the Division of Environmental Health Service where he oversaw a staff of more than 900. He bring s this expertise to provide technical capacity and consultative services to help address environmental threats, especially in low- and middle-income countries-reducing air pollution, mitigating climate change, and improving water, sanitation, and transportation systems. His team also helps governments prioritiz e investments that can amplify health gains in urban areas and engag e the public to recognize the immediate and long-term health impacts of environmental threats.
Kass also currently serves on the Board of Scientific Counselors of NIEHS' National Toxicology Program and is the former Chair of the CDC Board of Scientific Counselors for the National Center for Environmental Health/ATSDR. He also serves on the advisory committee for the Columbia University Children's Environmental Health Center.
Prior to joining Vital Strategies, Kass was Deputy Commissioner for the Division of Environmental Health Service at the New York City Department of Health and Mental Hygiene. Dan completed doctoral studies (ABD) in Public Administration at NYU, having earned his Master of Science in Public Health degree from the UCLA School of Public Health and Bachelor of Science degree from Brown University.

Daniel is a Transportation Engineering professional with over 16 years of work experience. He earned his BSc. in Civil Engineering from the Faculty of Technology of Addis Ababa University, and MSc. in Transportation Engineering from the Indian Institute of Technology. Daniel's professional career started at Haramaya University Institute of Technology, where he served as a Lecturer at the Civil Engineering Department, and an Academic Associate Dean at the Institute of Technology for more than 5 years.
In 2015, Daniel joined the Addis Ababa Transport Bureau as the Head of the Traffic Management Division, and he led the planning and implementation of various projects aimed to improve traffic mobility and safety in Addis Ababa. In 2016, Daniel joined the Bloomberg Initiative for Global Road Safety to serve as Initiative Coordinator for Addis Ababa City, and worked closely with BIGRS partner organizations and the city's road safety stakeholder agencies for planning and implementation of proven road safety improvement interventions.
In January 2020, Daniel joined Vital Strategies as Africa Regional Deputy Director of Road Safety, working with BIGRS international partner organizations to provide technical supports to promote road safety in selected African countries and cities.
In March, 2022, Daniel was appointed Director of Vital Strategies Ethiopia office. While leading the Vital Strategies team in Ethiopia he continues to lead road safety work in Africa.

Adam Karpati, M.D., M.P.H. is Senior Vice President at Vital Strategies, where he leads the Public Health Programs Division, comprising teams working in dozens of countries worldwide to strengthen public health systems and address leading causes of death, illness, and injury. Major global initiatives include RESET Alcohol, which focuses on assisting countries to adopt policies to reduce alcohol-related harms to health and development, and Data for Health, which supports countries in improving civil registration and vital statistics and cancer registry systems and in using data for policymaking. In addition, the U.S.-based Overdose Prevention Program works in multiple states, supporting governments and communities to implement a harm reduction approach to reducing overdose mortality and improving the lives of people who use drugs. He previously stewarded the launch of Vital's role in the Partnership for Healthy Cities and Global Road Safety initiatives, establishing teams and embedded staff in multiple cities and countries.
Dr Karpati is a globally recognized expert in public health, with more than 20 years of leadership experience in epidemiology, programs, emergency response, and policy. Prior to joining Vital Strategies in 2014, Dr Karpati spent 14 years with the New York City Department of Health and Mental Hygiene, most recently as Executive Deputy Commissioner for Mental Hygiene. In that role, he oversaw the Health Department's work around mental illnesses, substance use and developmental disabilities. He also served as the founding Assistant Commissioner for the Health Department's District Public Health Office in Brooklyn, devoted to reducing health disparities by engaging communities in health and social solutions.
Dr Karpati earned his medical degree from McGill University Faculty of Medicine, Montreal and completed a residency in internal medicine at New York University Medical Center and Bellevue Hospital. He served in the Epidemic Intelligence Service at the U.S. Centers for Disease Control and Prevention and also completed the CDC's preventive medicine residency. He earned his Master of Public Health degree from the Harvard School of Public Health.

Mullin has more than 20 years of experience as a global leader in strategic public health communication, policy advocacy, and social marketing. Achievements include helping to secure the globally-influential New York City Smoke-Free Air Act of 2002, which has encouraged other cities and countries to adopt smoke-free laws, and handling the public health communication response to the World Trade Center attacks of September 11, 2001 in New York City and the anthrax crises that followed. She has also advised health authorities on numerous health crises, including the Ebola epidemic of 2014, and has authored or co-authored articles that have been published in a wide range of outlets including The Lancet and Huffington Post. She bring s this expertise to Vital Strategies' global work on tobacco control, obesity prevention, environmental health, road injury prevention and communicable and non-communicable disease prevention and has overseen the implementation of mass media campaigns that have been seen by more than 2 billion people in low and middle-income countries in Asia, Latin and South America, Eastern Europe and Africa.
Prior to joining Vital Strategies, Mullin served in New York City government as Communications Director to the New York City Council, the City's legislative body, and before that, as Director of Communication for the New York City Department of Health. Sylviane Ratte is the Director of Vital Strategies Paris-based Europe office working on strategic partnerships and fundraising, and the Director of Vital Strategies Global Road Safety Program, where she works with Vital Strategies staff, consultants, partners and cities to implement proven, comprehensive policies to reduce deaths and injuries on the roads of low- and middle-income countries.
Ratte has 25 years of international public health experience in noncommunicable diseases, with particular expertise in tobacco control. From 1996 to 2007, she managed prevention and tobacco control programs at the Health Education Authority in London, the National Public Health Institute in Finland, the French Cancer League and the French National Cancer Institute (INCa). Her achievements include extensive contributions both inside and outside of government to the development and implementation of the WHO Framework Convention on Tobacco Control in France. Her leadership at INCa contributed to a significant increase in tobacco taxes and the adoption and implementation of comprehensive smoke-free regulations in France. From 2008 to 2017, Ratte consulted for various organizations, including The Union and Bloomberg Philanthropies, on tobacco control programs in Indonesia, Turkey, Africa and Poland. She also consulted with IDRC as an external evaluator of NCD program, with WHO on a taxation manual, with Bath University on taxation and lobbying, and others. In 2012, she received a WHO European office World No Tobacco Day award and was described as a "leading advocate of some of the greatest improvements in tobacco-control legislation and policy over the last 15 years." Ratte also co-founded the Smoke-Free Partnership in Europe. She joined Vital Strategies in 2015 to lead our city-focused road safety program as part of the Bloomberg Philanthropies Initiative for Global Road Safety.
Ratte holds a joint M.A. (Hons) in Politics and Modern History from the University of Edinburgh.

Wallace D'Souza, MBA, is the Chief Financial Officer at Vital Strategies.
D'Souza, is an experienced professional with over 25 years of financial experience in the nonprofit arena. He brings expertise in resource management, grants management, financial and cost management, accounting, budgeting, forecasting, reporting, auditing, investment strategy and system implementations. Before joining Vital Strategies, D'Souza was the Chief Financial Officer at Planned Parenthood Federation of America (PPFA); the Planned Parenthood Action Fund; and Planned Parenthood Global. Prior to PPFA, D'Souza was the Senior Director of Global Strategic Planning at the International AIDS Vaccine Initiative, an organization focused on the development of HIV vaccines for use throughout the world. He holds an MBA in accounting and finance from the University of Scranton and a Bachelor of Commerce, Accounting and Auditing from the MS University, India. D'Souza was born in Kenya and lived there for 16 years; he lived in India for four years.
