Adriane Burton is the Chief Information Officer of the Health Resources and Services Administration (HRSA), joining the agency in 2014.
Before coming to HRSA, Adriane served as the Director of the Division of Computer System Services at the Center for Information Technology within the National Institutes of Health (NIH). She participated in the Health and Human Services Senior Executive Service Candidate Development Program where she rotated to the Centers for Medicare and Medicaid Service and the Office of Management and Budget (OMB), and she functioned as the Acting Deputy CIO at the Indian Health Service (IHS).
Prior to participating in the SES CDP program, Adriane was the Deputy Director of the Division of Network Systems and Telecommunication within the Center for Information Technology at the NIH.
She began her federal career at the Internal Revenue Service as a computer systems programmer. She transferred to the Department of Justice (DOJ) Justice Management Division where she served as the Branch Chief of DOJ's premiere Network Service Center and consolidated DOJ's fourteen networks into one enterprise network infrastructure.

Amber Chaudhry is an intrapreneur, customer experience strategist and diversity advocate. Amber's career was originally focused on domestic and international innovation programs but was engaged by the Small Business Administrator's team to lead the Agency's rebranding. After establishing a customer centric brand, Amber's goal was to solve how the Agency could deliver on its new brand promise through the use of Human Centered Design. Amber was elevated to the Customer Experience Lead in SBA's Office of the Chief Information Officer where she worked on the Business Technology Solutions team which helped the Agency deliver 14 years' worth of SBA loans in 14 days to support the nation's economic recovery from COVID.
Amber's federal service started as a Presidential Management Fellow where she rotated within the U.S. Small Business Administration and USAID's Center for Development Innovation. Amber is currently detailed to the U.S. Department of Treasury Bureau of Fiscal Service to stand up the Agency's Customer Experience program. She is often featured as a speaker on her work towards improving customer experience to build trust in federal government, including on this ATARC podcast.

A dynamic marketing executive with a proven track record of of improving performance and addressing market growth, Ann-Marie Clark is the President of AMC Consulting, which provides clients with strategies and programs to maximize their business opportunities in select markets.
A 25-year government IT veteran, Ann-Marie held marketing leadership positions for CDW Government, Inc., (CDW-G), a wholly owned subsidiary of CDW Corporation, Hewlett Packard, Compaq and Digital Equipment Corporation. She also held senior management positions for GTSI, Intelligent Electronics, CIT-Alcatel, Capital Systems Group and Telecommunications Industries.
She is a 2007 recipient of the prestigious Fed100 award and lives in Leesburg, Virginia with her husband.

Brian Bonacci has been an active leader in the Federal Government IT and Telecom industry over the last 25+ years. He recently joined Equinix where he is charged with building and leading Partnerships and Channels for Equinix Government Solutions (EGS).

Bryan Ware is a highly regarded technology leader and innovator, having started companies, patented technologies, raised venture and private equity, and recently served as the Nation's lead cybersecurity executive at CISA. Bryan is the CEO of Next5, a technology-focused business intelligence company, ensuring US leadership in critical and emerging technologies including AI, quantum, space, bio, and more. He serves on the World Economic Forum's Global Future Council on Cybersecurity and as an advisor to technology companies and investors.
Prior to founding Next5, Bryan was the first Presidentially appointed Director of Cybersecurity at CISA, leading the one thousand person, $1.25 billion organization through a period of intense volatility and aggressive interference from Nationstate adversaries. At CISA, he developed the agency's first five year strategy and plan to modernize its sensor and computing infrastructure, transform the way the agency delivers services, and scale the agency to protect US critical infrastructure. Under his leadership, CISA's operational partnerships with the private sector, national security community, and international partners were significantly enhanced. Prior to his operational role at CISA, Bryan was an Assistant Secretary at DHS, serving as the Secretary's advisor on cybersecurity and emerging technology matters, and leading strategic initiatives across the US government and allies to counter Chinese espionage and unfair business practices.
Bryan is an entrepreneur, co-founding an artificial intelligence company in 1998 which he led as CEO through multiple rounds of Venture Capital investment until it was acquired in 2013 by Haystax. After serving as CTO of Haystax for several years during which he helped the company acquire leading cloud technology and cybersecurity companies, Bryan took over as CEO of Haystax in 2016 until its acquisition in 2018. Bryan started his professional career at leading defense contractors working on advanced technology programs like the Star Wars program, early UAV payloads, and immersive simulations. He holds a degree in Applied Optics from Rose-Hulman Institute of Technology.

Carlo Lucchesi currently serves as the FBI's Chief of Enterprise Operations, responsible for providing timely, on-site and remote IT services for 40K+ FBI, task force and contractor customers, worldwide. This includes support to 95 FBI facilities in the Washington D.C. area; 56 Field Offices; over 200 Resident Agencies and off-sites and 89 Legal Attache' Offices at Embassy posts.
Carlo also manages the FBI's Help Desk, IT problem escalation and resolution at Tiers 1 and 2, delivering reliable, effective and fiscally responsible technical solutions to FBI's Field Agents and analysts. Past assignments included: Associate CIO for Innovation and Technology; Assistant Director of the IT Engineering Division and Office of IT Policy and Planning, as well as serving as Deputy Assistant Director of the IT Management Division.
He joined the FBI in 1993, contributing to successful development and deployment of the Integrated Automated Fingerprint Identification System (IAFIS), the FBI's $640 million Presidential Priority Program that modernized our fingerprint identification services. Carlo ran the IAFIS connectivity assistance program for state, federal and FBI field office users and served as the U.S. delegate to the Interpol AFIS Expert Group, representing the FBI's information sharing requirements for international interoperability and the exchange of fingerprint standards and data.
Early in his career as a private industry consultant, Carlo was responsible for managing and coordinating diverse military projects. Before retirement as a Commander in the Naval Reserve, he served with the Defense Intelligence Agency's European Operations Directorate and as Assistant Naval Attaché to Rome, Italy.
A graduate of Middlebury College, Carlo is married with three children, two in college. He spends too little time on his hobbies, which are: attempting to stay fit, family activities, travel, reading, cooking, and international soccer.
Charlie brings almost a decade of Capitol Hill experience to Signal. With experience on both sides of the Capitol, in personal offices and on Committee staff, he knows how to think creatively to accomplish clients' goals. He most recently served as the Chief Legislative Counsel for Ranking Member Senator McCaskill's Homeland Security and Governmental Affairs Committee staff, managing a team of professionals that passed legislation to modernize the Department of Homeland Security's cybersecurity agency, improve supply chain security and modernize the federal government's IT infrastructure. He also managed several oversight investigations for Senator McCaskill.
Prior to his Capitol Hill experience, Charlie was an international trade attorney at Hogan and Hartson focusing on customs and immigration issues. Prior to that he completed the Coro Fellowship in Public Affairs in Los Angeles and served as an associate in the Marketing Partnerships group at the National Basketball Association. In addition to his understanding of Capitol Hill, he brings a lawyer's eye and a marketer's approach to problem solving for his clients and raising their DC profile.

Crystal Philcox is the Assistant Commissioner for Enterprise Strategy Management in GSA's Federal Acquisition Service (FAS), which provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology. Crystal leads a number of strategic initiatives for FAS, including executing the Federal Marketplace strategy, an effort that brings together policy, process and technology to improve the buying experience for agencies and provide a more streamlined opportunity for suppliers to offer their products and services. This effort includes delivering a digital presence to support the improvements. Crystal also leads an acquisition data and analytics organization that helps the government buy smarter using category management practices. Crystal also held leadership positions in the Information Technology Category and the Technology Transformation Service at GSA.
Before joining GSA, Crystal served for three years as Chief of Staff for the Internal Revenue Service. During her time at IRS, she held various leadership roles including in the Earned Income Tax Credit program, the Health Coverage Tax Credit program, a data analytics organization, an organization that worked with community-based partners to prepare tax returns for low-income and other underserved taxpayers, and an organization that transformed the tax code into more than 1,100 forms, instructions, and publications. Edward Dowgiallo is an Architect at the Department of Transportation's (DOT) Office of the Chief Information Officer (OCIO) and Federal Transit Administration's Office of Information Technology. Edward joined DOT three years ago from the private sector. Previously, Gail served as the Vice President of Adayana, a learning services and strategic communications consulting firm, selling to federal Civilian agencies since 2004.
Gail spent 20 years working for leading technology companies including AT&T and Computer Associates. She has developed an expertise in custom learning solutions though her work at Saba Software, SkillSoft, and Adayana. She has pursued and captured new clients and large programs in the federal sector. Through her sales leadership, she significantly grew her Civilian client portfolio.
Gail displays a strong client-facing presence and has built long-term customer relationships. She builds trust with clients and across organizations. She establishes strong alliance relationships/partnerships with leading technology and consulting firms along with special designation small businesses.
During her career, Gail has demonstrated the flexibility to think strategically and develop innovative solutions. Her insights enabled Adayana to develop new lines of business. She has developed an expertise in federal budget cycles, procurement processes, and contract vehicles. She develops capture strategies and takes the lead role in the preparation of winning proposals. She is an effective speaker/presenter and has the ability to present to large and small audiences.
Gail participates in a variety of industry organizations. She has served as the Vice Chair and Chair of the American Council for Technology-Industry Advisory Council's Human Capital Shared Interest Group. Her support was recognized by the Driving Dialogue award. She also has a leadership role on the IES Women in Sales Advisory Board.

Gary Washington was selected as the USDA Chief Information Officer (CIO) in February 2018. Formerly the CIO for the USDA Animal and Plant Health Inspection Service, Washington also has served as CIO and Director of the Information Technology Division for the USDA Natural Resources Conservation Service. Prior to his appointments as the CIO of USDA, APHIS and NRCS, Washington was a portfolio manager in the Electronic Government Office in the Executive Office of the President-Office of Management and Budget, where he was responsible for managing the Internal Effectiveness and Efficiency portfolio. Additionally, Washington managed the financial management, human resources and infrastructure lines of business, and the E-gov initiatives.
Washington also worked at the Food and Drug Administration, where he was the Director of IT Governance and the Deputy Director of Infrastructure, and at the Bureau of Alcohol, Tobacco, and Firearms, where he was the service manager for one of the first nationwide seat management programs.
Washington spent 5 years in private industry as well as 10 years as a Computer Operator and Command Control Specialist in the U.S. Air Force. He is an elected member of the Association for Federal Information Resource Managers and a 2006 graduate of the Industry Advisory Council Partners Program. Washington is a graduate of the Federal Executive Institute and holds a Bachelor of Science degree from Strayer University in Washington D.C.

Gary Williams is a Senior Business Development Executive responsible for the identification of opportunities that bring Booz Allen Hamilton's corporate expertise to the aid of Federal Government Civilian agencies.
Gary has over 30 years of experience providing systems integration and consulting services to the public sector. He has a unique blend of experience in IT solutions development, program management, and business development. Gary brings a track record of excellence delivering and managing services while employed by market leaders in systems integration and consulting to include EDS, Accenture, CGI, CSC and SAIC.
As a technologist, under contracts for the U.S. Army, Gary created and ran secured operating systems environments, modernized legacy applications and installed and managed data center operating systems and applications. As a mentor and instructor Gary has taught systems engineers application development design, various development languages, processes and techniques.
His program management experience includes holding the role of Account delivery executive responsible for the delivery of IT services to accounts with the U.S Postal Service, the Small Business Administration, the U.S. Army and the U.S. Air Force.
As a leader in business development Gary has been responsible for bringing solutions to State and Federal government organizations. State solutions have included tax systems for North Carolina, Child Welfare systems to Puerto Rico, and purchasing systems to Washington D.C. Federal solutions include full IT for USDA agencies, fleet management consulting for U.S. Postal Service, Data Center solutions for the Small Business Administration, as well as constituent services systems in support of the Department of Education.

Gene Anderson is an Adjunct Professor at the University of Maryland Global Campus and the University of California San Diego, teaching linux, networking, cloud technology, crypto and cyber security. He holds two US Patents related to counterespionage and is a co-inventor on a third patent in cyber cloaking tactics familiar to DoD and intel (the good guys). He's a USAF veteran having made Series 200 Air Target Charts during Vietnam, holding higher clearances starting at the age of 18. Though retired from the day-job and freeway commutes, he provided classified threat briefings to the Admirals at SPAWAR (now NAVWAR), supported the design and administration of shipboard computer systems, supported deep packet inspection designs with 15th Air Force and US intel agencies, administrated databases and operating systems and even pulled wires under those raised floors. He's no stranger to those all-nighter fire drills.
Before companies started migrating to the cloud he was an IT Manager and Director of center operations, supervising administrators and coders. He has installed computer systems in the UK, Augsburg, Paris, Bratislava, Tokyo, Hong Kong, Sao Paulo and Melbourne. It was a fun experience, but he'd have to say the creepiest thing he ever did was visit the Paris Catacombs.
Gene has been a pilot since 1985, having earned his multi-engine and instrument tickets. He now flies the B737 in a simulator and hangs out with other pilots in a group called the Old Bold Pilots that was a feature segment on Fox News in 2015. He's big into WWII history, where his high school sweetheart wife of fifty years says "ugh, he was born 30 years too late". He got to hang out with the Hollywood actor and pilot Cliff Robertson in the Hamptons and in San Diego. He started a book project with Fox Studios to cover in depth the making of the 1949 movie Twelve O'Clock High starring Gregory Peck, where he traveled to England, interviewed actors, interviewed 8th AF veterans, including Paul Tibbetts(!), visited the 8th AF headquarters at High Wycombe, visited the sound stages, film libraries at Fox and UCLA. Everything was going great until the Fox lawyers clamped down on the list of photography planned for the book. Gene's other toys include motorcycles, scuba bubbles, parachutes and PC gaming (just not very well).

Mr. Caron is a member of the Senior Executive Service (SES) and is Chief Information Officer (CIO) / Assistant Inspector General of Information Technology (AIG/IT) for the Office of the Inspector General (OIG) at the Department of Health and Human Services (HHS) as of May 2021.
Previously he has served as the Director of Enterprise Network Management (ENM) within the Directorate of Operations in the Bureau of Information Resource Management (IRM) since June 2016.
Mr. Caron has over 24 years of information technology (IT) experience. He began his career in the US Army working in hands-on technical positions serving for 7 years as a Programmer and Administrator. Mr. Caron then spent 2 years as a contractor with the federal government, where he acquired more refined technical skills and a more detailed understanding of IT operations. He joined the federal government at the Department of State (DOS) in 2003 as a Systems Administrator. He has held multiple positions at the DOS, moving from managing small technical groups leading up to Director for ENM.
One of his most significant accomplishments was acting as the technical liaison during a major cyber security event at the Department. His leadership allowed the Department to resolve the incident as quickly and effectively as possible with minimal impact to the mission.
As the Director of ENM, Mr. Caron was personally responsible for the leadership of the largest office within the IRM bureau. This included managing the financial portfolio of over $200 million and prioritization of work across a wide range of disciplines. In this role he was responsible for the network and authentication infrastructure for the Department, led the re-engineering of the Department's primary Identity and Access Management solution, formed teams to address key security efforts needed to mitigate future potential cybersecurity attacks through collaborative efforts, led the redesign of the Department's Active Directory significantly improving security and responsible for the engineering and management of all the Department's global network infrastructure and perimeter security infrastructure.
Mr. Caron is a co-chair on the CIO's Innovation Counsel for Zero Trust as well as co-chair for ATARC.org Zero Trust Working Group. He previously chaired ATARC.org Trusted Internet Connection (TIC) 3.0 Working Group which resulted in 8 vendor proof of concepts being delivered to government participants.
Mr. Caron received his associate degree (Magna Cum Laude) in Computer Information Systems, Network Administration from the Northern Virginia Community College. At the Department of State, he also has received training in Executive Potential Program from the USDA Graduate School in 2009 and Advanced Leadership Skills in 2014. He received his certification in May 2020 as a Forrester Zero Trust - Strategist (ZTX-S) and received his Federal IT Security Manager Certification (FITSP-M) in 2017. Mr. Caron has received numerous individual awards for his exceptional service since 2004.
