The NCSC Alternate Assessment technology system and test content were developed by the National Center and State Collaborative (NCSC), a consortium led by the University of Minnesota, comprising national educational centers and state departments of education. In 2011, the U.S. Department of Education awarded a General Supervision Enhancement Grant to NCSC through the University of Minnesota, as grantee, to develop an alternate assessment system and test content to assess the English Language Arts and Mathematics achievement of students with the most significant cognitive disabilities.
