George Richard Bliss established his roots in Milpitas, California, and offered construction services as G.R. Bliss and Sons. George's sons Rod and Steven eventually joined the business, and together, they led the company's management, estimating, and field efforts. They founded Cobalt Construction to focus their efforts on commercial and industrial markets.
