Under the Act, the LLVSA is empowered to acquire, construct, improve, maintain, operate and lease, (as lessor or lessee), sewer systems and treatment facilities within its service area.
The LLVSA has entered into a separate service agreement, in uniform form with each of the five (5) municipalities, pursuant to which the LLVSA has undertaken to provide sewage transportation and treatment services.
On January 12th, 1976, the LLVSA entered into a service agreement with the Scranton Sewer Authority and the Borough of Taylor, whereby the Scranton Sewer Authority agreed to provide sewage treatment services for approximately 230 LLVSA customers located in Taylor Borough.
On December 20th, 1976, the LLVSA entered into a service agreement with Pittston Township Sewer Authority, Luzerne County, whereby the LLVSA agreed to provide sewage treatment services for approximately 270 users in a specific area of Pittston Township. The LLVSA considers Pittston Township Sewer Authority, as well as Pittston Township, a non-member of the LLVSA.
