We expanded our services to include water treatment facilities, water reservoirs, and aquatic centers... David and his son, Tom, started Wapasha Construction Company as a spin-off from Winona Construction Co. when they re-organized as a non-union construction company. Wapasha began working on the wastewater treatment facilities and water reservoirs with $1 Million revenue.
