Anne McNickle, Vice President, Communications and Research, is a health policy expert and strategist with over 28 years of experience spanning the biopharma industry, consulting, and journalism. Ms. McNickle specializes in regulatory strategy, policy analysis, and communications. She leads strategic research projects and analyzes policy issues and trends for biopharma and medtech clients. At Amgen, she provided strategic advice on the impact of changes to federal and state coverage and reimbursement policy to the company's Business Units and executive team. Earlier in her career, she held policy analyst roles at several DC-area consulting firms. Betsy Foss-Campbell

Betsy Foss-Campbell, MA, Regulatory Policy Strategist, is a seasoned strategy and policy advocate who has been at the forefront of driving and advancing novel regulatory policy for the cutting-edge field of regenerative medicine, specifically gene and cell therapy. She has a unique ability to identify and define challenges in the field, communicate the science, and work with diverse interests to craft policies, alliances and implement win-win strategies that help relevant government entities from FDA to NIH to Capitol Hill best serve the needs of patients and innovators. Ms. Foss-Campbell has over 28 years of professional experience spanning varied areas. She has served in senior nonprofit management roles for the past eight years, including Executive Director-level leadership, with an emphasis in scientific association management. Most recently she was the Director of Policy and Advocacy at the American Society of Gene and Cell Therapy, where she promoted the development of, and patient access to, transformative treatments. While at ASGCT, Ms. Foss-Campbell developed multiple new initiatives, including an annual FDA liaison meeting, an annual Policy Summit tackling hot policy topics, and a patient education program. She also oversaw global outreach efforts and helped launch diversity and inclusion awards. Her work has connected her with thought leaders at numerous biotechnology and pharmaceutical companies, patient advocacy organizations, and other professional societies and trade organizations in the gene and cell therapy, rare disease, and oncology spaces. Ms. Foss-Campbell's experiences include social issue/policy advocacy and 15 years of direct healthcare service, treating individuals with upper extremity trauma at an academic medical center. She received master's degrees in political science and communication from Marquette University and a BS in occupational therapy from the University of Wisconsin.

Jeff M. Myers, MBA, Senior Vice President, Reimbursement Strategy and Market Access, is an expert advisor helping clients understand and formulate successful market access and reimbursement strategies. His experience spans working for Congress, life science innovators, as well as a range of payors and providers. Over his three decades in Washington, he has built and managed communications, government relations and regulatory policy organizations that have successfully addressed complex public policy issues that cross multiple constituencies. His fluency in understanding the big picture as well as the technical expertise in nuanced reimbursement and coverage policy and politics is demonstrated by his often sought out views. He frequently is asked to serve as a keynote speaker and panelist at conferences or is a "go to" opinion leader in the healthcare media space. One of the largest growth areas in healthcare has been in the public payor space - specifically Medicaid and Medicare. As the former CEO and President of the Medicaid Health Plans of America (MHPA), Jeff was at ground zero during the massive expansion of this program and the overwhelming shift to managed care organizations (MCOs) and the resulting federal and state regulations. During his five-year tenure, his efforts with MHPA propelled the trade association to become a top influencer with government regulators, Congress and the media while representing companies taking full risk in populations as diverse as children, the working poor, and intellectually and physically disabled citizens. His deep experience was sought by the one of the largest Medicaid MCOs in the country - CareSource, based in Dayton Ohio which serves more than 1.8M members - as their EVP of Strategy and External Relations. In this role he oversaw the development of the company's future growth efforts, its structure for winning new RFPs and RFAs, and its development of policy and government relations. Mr. Myers started his career on Capitol Hill, serving several members of the US House of Representatives on both the Ways and Means and Energy and Commerce Committee. This launched his interest and background in health care as those committees considered President Clinton's Health Security Act. During this time, he authored multiple amendments and bills in the health space addressing Medicare, Medicaid and pharmaceutical issues. Notably, the FDA Export Reform and Enhancement Act, which he wrote, became law in 1996 (P.L 104-132). After leaving Congress, he worked for several different pharmaceutical companies representing them before Congress and the Administration. In this role he became a primary contact for products facing major issues for the company for whom he worked; these including managing products with significant illegal use and abuse issues, intellectual property challenges, public reimbursement impacts, and newly discovered medical side effects. He served on internal reimbursement committees. Through this effort he developed a strong understanding of political, governmental and communications crisis management. Always looking for the next challenge, Jeff joined American Health Care Association, the nation's largest trade association representing skilled nursing and assisted living facilities, as their Senior VP for Policy and Government Relations. Public payor programs (Medicaid and Medicare) have an overwhelming impact on the viability and sustainability of these providers, and he developed policy and government relations strategies which lead to increased reimbursement and appropriate governmental oversight. He has an MBA from the Fuqua School of Business, Duke University, and a BA in International Relations and Psychology from Rhodes College.
