Mr. Daniels has more than 16 years of experience in materials testing at Smith. As Laboratory Manager, he provides leadership for all laboratory team members and materials testing. Mr. Daniels' team has performed testing procedures on more than 500 projects including structural, road construction, and infrastructure projects. All tests are performed in accordance with American Association of State Highway and Transportation Officials and the American Society for Testing and Materials standards. Mr. Daniels interprets, checks for compliance of materials tested, and prepares daily result reports.

Mr. Lujan, with ten years of experience, is one of Smith's lead civil project engineers. He has experience in hydrologic and hydraulic analysis, and the design and management of storm sewer, sanitary sewer, waterline design and rehabilitation, pumps, treatment facilities, and cost estimating projects. He has extensive experience in Construction Phase Services including time spent as a Resident Project Representative. Mr. Lujan has worked with communities in NM, AZ, and CO.

Background
Mr. Lopez has over six years of professional engineering experience and project management. He has performed site development consulting, design, and construction management for residential and commercial development as well as project management for public infrastructure improvements projects. This entails performing grading and drainage design, hydrologic and hydraulic modeling, utility and roadway improvements design, site conditions reports, watershed modeling, subsurface runoff mitigation research and design, drainage master plans, area mapping, cost estimation, bridge scour analyses, and construction administration.

Mr. Douglass has over 25 years of project management and survey experience including boundary, design/topographic, right of way, land development, easement, oil and gas well location surveys, FAA tower surveys, aerial photography and photogrammetry, and construction staking. A few of the projects he has conducted include, La Sierra Subdivision topo/boundary survey, US Highway 285 rights-of-way, IMC Potash Mines staking, RIAC runway slope staking, West Second Street Reconstruction right-of-way and boundary and topo survey, CVE power line crossing locations, and numerous oil and gas well location staking.

Mrs. Peay joined the Smith team after earning a Bachelor's of Science in Civil Engineering from the University of New Mexico. Her experience includes water, wastewater, and sewer system design, land development, construction management and water system permitting with NMED. Specific experience includes managing and providing support for the water/wastewater and hydrology/hydraulics teams. Her skills also include drafting, design, and record drawing processing for water and wastewater treatment plants and collection system improvements. She has completed Asset Management Plans for Albuquerque Bernalillo County Water Utility Authority (ABCWUA) and has researched and written several Preliminary Engineering Reports and Design Analysis Reports. She provides construction administration for several key aspects of project management, including review and approval of pay applications, responding to Requests for Information, review and approval of submittals, preparation of change orders and field orders, and has led construction progress meetings. Mrs. Peay has completed funding applications for USDA-RD, NMFA, municipal and EPA, as well as, applications for groundwater discharge and NPDES permits.

Ms. Fink has over 20 years of experience, ten of those with Smith, in civil engineering specializing in utility infrastructure. Through her experiences at Smith, the State of New Mexico Environment Department, the City of Albuquerque Public Works Department, and private consulting firms she is conversant in the design of waterline and sanitary sewer line rehabilitation, master plans, and asset management plans. Ms. Fink has extensive experience in management, cost estimating, compliance and quality assurance reporting, and is familiar with the contracting requirements of federal, state, and local agencies. She is skilled in managing utility construction projects from planning and design through construction including coordinating with contractors, design consultants, public agencies, private developers, and utility organizations.

Mr. Payne is the Senior Engineer and Team Leader for the Smith office in Las Cruces, NM. He has been responsible for project coordination, studies, budget development and implementation, and design of a wide variety of civil engineering projects. His extensive project experience includes studying, modeling, and design of water distribution and transmission lines, water wells, water storage facilities, sanitary sewer collector lines, lift stations, and municipal/urban streets and roadway projects throughout southern New Mexico. Mr. Payne's Project Manager experience includes establishing project scopes, managing person-days and budgets; supervising and coordinating design teams; coordinating with clients, sub-consultants, reviewing agencies and contractors; and overall technical responsibility for complete projects.

Mr. Hicks has 25 years of experience working in the civil engineering field in southeast New Mexico. His background includes municipal street and utility design, land development commercial/industrial site development/design, residential subdivisions, multi-family complexes, storm water management, traffic analysis, sports facilities design, and construction materials testing.
He has proven competence in project design including preparation of engineered plans and specifications, cost analysis, bid documents and contract compliance. He is skilled in staff supervision, construction administration/management, and quality control/quality assurance. He is knowledgeable about various government agency public works specifications, design criteria, and funding requirements.
As a Project Observer with Smith for 10 years, Mr. Carroll is proficient in monitoring construction developments to ensure quality control. He has considerable knowledge in materials testing such as soil densities, concrete, Superpave asphaltic concrete, asphalt sampling, grout, and mortar. Mr. Carroll's project experience includes the Artesia Wastewater Treatment Plant, Jal Booster Station, Portales Well field, Corona Sewer Upgrades, Permian Pavilion, 10th St. Waterline, Artesia Water Tower Valve and Line Replacement.
