The National Environmental Policy Act of 1969 requires federal agencies to examine the environmental effects of their proposed actions. On behalf of the Department of Defense, the Department of the Navy (DON) is the lead agency and will prepare this SEIS to assess the potential environmental effects associated with the proposed Marine Corps relocation to Guam. The Office of the Secretary of Defense directed DON to establish a Joint Guam Program Office to oversee implementation of the proposed action. DON has invited several federal agencies to participate as cooperating agencies in the preparation of the expanded SEIS: the U.S. Air Force, the Federal Aviation Administration, the U.S. Fish and Wildlife Service, the U.S. Department of Agriculture, the Federal Highways Administration, Environmental Protection Agency Region 9, and the Office of Insular Affairs in the U.S. Department of the Interior.
