Alexander Whitney

Alexander (Sandy) Whitney, Jr., PE is one of the founding partners of Whitney, Bailey, Cox & Magnani, LLC. Serving as managing partner from the company's inception on April 1, 1977 until 1994, he retired as a partner in 1997. As a respected transportation engineer, Mr. Whitney oversaw the formation and growth of the highway, bridge, survey, and construction inspection groups into one of the Baltimore area's premier engineering consulting firms. He was active in professional societies including the American Council of Engineering Companies (ACEC) and the Society of American Military Engineers (SAME), where he attained the status of fellow with both associations.

David G. Mongan

David G. Mongan, PE retired as the president of Whitney, Bailey, Cox & Magnani, LLC in 2009. He holds a BS and MS in Civil Engineering from the University of Maryland and an MBA from Loyola University Maryland. Mr. Mongan is active with the American Society of Civil Engineers at the national level and served as its president in 2008. He has been the District 5 director, Zone 1 vice president, and treasurer and served on or as chair of numerous committees. He is past chair of the Council on Federal Procurement of Architectural and Engineering Services. He is a past member of the Maryland Chamber of Commerce board of directors, a past member of the board of directors of the Engineering Society of Baltimore, and a past co-chair of the American Council of Engineering Companies Maryland legislative committee. Mr. Mongan currently serves on the Maryland State Board for Professional Engineers, is a past chair of the American Association of Engineering Societies, and is past president of Engineers Without Borders USA. He received the President's Medal in 2012 from the American Society of Civil Engineers and the Engineering Society of Baltimore's Meritorious Service Award in 2011. In 2003 he was awarded the William H. Wisely American Civil Engineer Award by the American Society of Civil Engineers.

Douglas Suess - EVP

Douglas Suess, PE is an executive vice president for marine and waterfront engineering projects. He has over 40 years of experience in the planning and design of nearly every type of marine structure and has been involved in the design and project management of a multitude of rehabilitation, reconstruction, and repair projects of marine structures. Jesse Lindsay - EVP

Mr. Lindsay has more than 22 years of experience in the field of engineering with an emphasis on civil engineering related to waterfront projects and industrial facilities. He graduated from the University of Maryland, College Park, in 1997 with a Bachelor of Science in Civil Engineering with a concentration in Water Resources and joined WBCM shortly after graduation. He earned his Professional Engineer license in 2002 and has since become registered in 24 States. In 2009, Mr. Lindsay earned his LEED AP certification and in 2017, he was recognized as a Designated Design-Build Professional by the Design-Build Institute of America (DBIA). Jesse is an active member of the American Society of Civil Engineers (ASCE), Baltimore Port Alliance (BPA), Society of American Military Engineers (SAME), and the Design-Build Institute of America (DBIA). He is also a member of the Baltimore City Program for Public Information (PPI) Committee, which focuses on floodplain resiliency and the associated public outreach. He is also a member of the Quality Assurance/Quality Control Committee at WBCM.

Joe O'Neil - EVP

As executive vice president, Joe O'Neil, PE oversees the firm's transportation disciplines, including highway, bridge, traffic, environmental water resources, geospatial innovations, and construction inspection. He has nearly 30 years of experience in the management and design of transportation and facilities projects throughout the Mid-Atlantic region. Mr. O'Neil joined WBCM in 1993 and assumed the role of principal in 2017. He holds a BS in Civil Engineering from The George Washington University and a Master of Engineering from the University of Maryland, College Park. Licensed as a Professional Engineer in seven states, he is actively involved in the American Council of Engineering Companies (ACEC), the American Society for Highway Engineers (ASHE), and the American Society of Civil Engineers (ASCE).

Leon Kriebel - EVP

Leon Kriebel, PE is an executive vice president with more than 43 years of experience in the planning, design, and construction of highway, bridge, and transportation projects. He has been an active design principal on numerous major projects, including the Hampstead Bypass, the US 29/MD 198 Interchange, and the Intercounty Connector (ICC Contracts C and D&E). He is actively involved in the American Council of Engineering Companies (ACEC), the American Society of Civil Engineers (ASCE), the American Society of Highway Engineers (ASHE), and the Design-Build Institute of America (DBIA). Leon joined WBCM in 1983, became principal in 2004, served as President of WBCM from 2009 through 2018, and retired as a Principal at the end of 2018.

Lyle Aaby

Lyle Aaby, LEED AP BD+C is a builder by trade and education. As executive vice president of WBCM Construction Services, he supports the operations of WBCM's construction arm. He has been instrumental in developing and maintaining the firm's construction clientele, including Mercedes-Benz, AAI Corporation, Yara North America, Maryland Port Administration, and Lockheed Martin Corporation. He served as president of WBCM Construction Services from 2006 through 2018.

Marco Legaluppi - President

Marco Legaluppi, PE assumed the role of president in January 2019. He has more than 35 years of experience and is a professional engineer licensed in 14 states. He has completed numerous projects totaling more than $100 million in value for federal, state and private sector. Mr. Legaluppi has experience with design, inspection, and assessment of structures including a wealth of knowledge with historic buildings and adaptive reuse of structures. His portfolio of work includes extensive work for The Engineers Club of Baltimore, the University of Maryland, Aberdeen Proving Ground, Andrews Air Force Base, Washington Navy Yard, and the U.S. Naval Academy. He joined WBCM in 1982 and assumed the role of principal in 2006. Mr. Legaluppi is a member of the Engineering Society of Baltimore (ESB), the American Society of Civil Engineers (ASCE), the American Council of Engineering Companies (ACEC), the Society of American Military Engineers, (SAME), the Society for Marketing Professional Services (SMPS), the American Concrete Institute (ACI), the Council for Advancement and Support of Education (CASE), the Maryland Construction Network (MCN), the Building Congress & Exchange (BC&E), and the American Institute of Steel Construction (AISC). Mr. Legaluppi is also a member of the board of visitors who serve in an advisory capacity to the Department of Civil and Environmental Engineering at the University of Maryland. In addition, he is a current board member and President of ESB. Mr. Legaluppi is a life-long Baltimorean who graduated from the University of Maryland, College Park with a BS in Civil/Structural Engineering in 1984 and a MS in Civil Engineering in 1995.

Mark Shafer, PE is the executive vice president responsible for the supervision, quality control, technical support, design, and analysis of all marine, industrial, materials management, and process engineering projects at WBCM. He has over 40 years of experience in marine, industrial, utility infrastructure, and site engineering and excels at coordinating and managing multi-disciplined project teams. Mr. Shafer joined WBCM in 1988 and assumed the role of principal in 2006. He retired as a principal at the end of 2021.
