In its current state of existence, the property, which is proposed to be developed into the Camp Hope Run Landfill, is what is known as a brownfield site, which was clear cut for timber in the early 1980s and again in 2015 and also strip mined for coal by previous owners during the 1990s. Brownfield sites are properties that are difficult to redevelop because of pollutants and contaminants which are already on a property. The US Department of Environmental Protection has determined that cleaning up and reinvesting in brownfield properties increases local tax bases, facilitates job growth, utilizes existing infrastructure, takes development pressures off of undeveloped, open land, and both improves and protects the environment. Unfortunately, acid mine drainage from the strip mining operations conducted by previous owners of the proposed site and from other properties off of the property have impacted the groundwater and surface water around this property.
