Alexandra H. Salzman

Alexandra H. Salzman has litigated antidumping, countervailing, and customs cases before the U.S. Department of Commerce, U.S. International Trade Commission, Customs and Border Protection, Court of International Trade, and Court of Appeals for the Federal Circuit. She has represented clients across a variety of industries including solar, chemical, steel, and wood product sectors. Ms. Salzman's work focuses on antidumping, countervailing, circumvention, scope, and EAPA proceedings as well as Custom's compliance. Prior to joining deKieffer & Horgan as an attorney in 2013, Ms. Salzman worked at the firm as a paralegal for four years. Ms. Salzman graduated from American University's Washington College of Law (2013). While attending law school, she was involved in several international law pursuits including the International Trade and Investment Law Society, International Human Rights Law Clinic, and the . European Law Moot Court Regional Finals. Ms. Salzman also holds a B.A. from American University in International Studies with a focus in the European Union & Islam and a minor in Justice. J. Kevin Horgan

Kevin Horgan began his career as a law clerk for the Chief Judge of the United States Court of International Trade. From 1983 to 1987, Mr. Horgan served as a trial attorney in the Civil Division of the U.S. Department of Justice, representing the United States government in civil and appellate litigation. Mr. Horgan has represented private parties before a wide variety of federal agencies, including: the U.S. Customs and Border Protection Bureau; the U.S. International Trade Commission; the U.S. Trade Representative; the U.S. Commerce Department's Import Administration and Bureau of Industry and Security; the U.S. Treasury Department's Office of Foreign Assets Control; and the United States Congress. Mr. Horgan is a graduate of the University of Pittsburgh and New York Law School. He is admitted to the practice of law in New York, the District of Columbia, Illinois, and Pennsylvania. Mr. Horgan is a member of the Customs and International Trade Bar Association and a former Co-Chair of the ABA's Customs Law Committee. Judith L. Holdsworth

Judith L. Holdsworth is a German lawyer (Rechtsanwdltin) specializing in international trade and commercial law. She is a U.S. Customs Broker, licensed by the U.S. Department of Homeland Security, Customs and Border Protection., and represents clients in all aspects of U.S. Customs law, including tariff classification, import procedures, importer liability, protests, and penalty proceedings as well as advising on international issues concerning the Generalized System of Preferences and the World Trade Organization. Ms. Holdsworth has extensive experience in representing foreign producers and exporters of various products in international trade proceedings (antidumping, countervailing duty, and safeguard investigations) before the U.S. Department of Commerce and the U.S. International Trade Commission. She assists in all aspects of litigation before the U.S. Court of International Trade and the Court of Appeals for the Federal Circuit. Ms. Holdsworth has worked in the fields of German commercial and business law and in drafting commercial agreements, international commercial dispute resolution, international civil procedure, and private international law since 1995. She represented the Government of Jordan in its claim against Iraq before the United Nations Compensation Commission for damages arising from the invasion of Kuwait. She was a member of the litigation group at the Frankfurt office of Jones Day Reavis & Pogue before joining deKieffer & Horgan, PLLC's German office in Saarbrucken, Germany in 1998. In 2005, she transferred her practice to the Washington D.C. office of deKieffer & Horgan, PLLC. Ms. Holdsworth earned her B.A. degree at Heidelberg College (Ohio) and completed her law studies at the University of the Saarland, Saarbrucken, Germany (First State Law Examinations, 1992). She received training as a law clerk (Referendarin) with the Ministry of Justice of the Saarland from 1993-1995 (Second State Law Examinations, 1995). Ms. Holdsworth is a member of the bar of the Federal Republic of Germany and admitted to practice before the Municipal and Regional Courts of the Saarland, Germany. She served as lecturer (1990-2002) and adjunct professor (2002-2004) on English Legal Terminology at the law department of the University of the Saarland in Saarbrucken, Germany. Merisa Horgan

Merisa Horgan has been a practicing international trade lawyer since 2019. Prior to graduating law school, Ms. Horgan worked as a paralegal for deKieffer & Horgan and held internships in both the Washington, D.C. and European office. Before pursuing her career in law, Ms. Horgan maintained a career in the government contracting field as a security analyst for the Office of the Undersecretary of Defense for Intelligence (OUSD(I)) and as an associate program manager for multiple Department of Defense (DoD) contracts. In addition, before attending college, Ms. Horgan enjoyed her time as a congressional intern for Congressman Andre Carson of Indianapolis, Indiana. Ms. Horgan is a graduate of Virginia Commonwealth University and New York Law School. She is a member of the District of Columbia bar and is admitted to practice before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. Vivien Jinghui Wang

Vivien Jinghui Wang advises in matters related to trade remedies and customs compliance. Ms. Wang represents clients in a variety of international trade remedy proceedings before the Department of Commerce and International Trade Commission and related litigation before the U.S. Court of International Trade. Ms. Wang's experience also covers a wide range of compliance and enforcement matters administered by Customs and Border Protection, including Enforce and Protect Act (EAPA) investigations, tariff classification, liquidated damages, protests, Section 301 exclusion, Country of Origin marking, and audits. Ms. Wang earned her J.D. from American University Washington College of Law in 2018, where she was an editor of the American University Journal of Gender, Social Policy & the Law, and earned her B.A. in Economics from the University of Illinois at Urbana-Champaign in 2015.
